The Established Program to Stimulate Competitive Research (EPSCoR) supports the mission of the U.S. National Science Foundation (NSF) by promoting nationwide scientific progress. Through this program, NSF fosters partnerships among academic institutions, government entities, industry, and non-profits. These collaborations aim to drive long-term improvements in research infrastructure, enhance R&D capacity, and boost the research competitiveness of eligible EPSCoR jurisdictions, including states, territories, and commonwealths. A jurisdiction’s research ecosystem is the interconnected network of institutions, organizations, researchers, trainees, community stakeholders, and resources that contribute to the process of research and innovation that advances fundamental knowledge, generates use-inspired products, and ultimately cultivates beneficial societal impacts for a jurisdiction. E-RISE supports hypothesis-driven or problem-driven research and fosters the development of research teams and products in a scientific topical area that aligns with a jurisdiction’s research ecosystem and priorities, as detailed in the jurisdiction’s Science and Technology (S&T) Plan or drawn from other jurisdiction plans, reports, or publications prepared by appropriate authorities or bodies.E-RISE invitesinnovativeproposalswithin the chosen research area thatwillleadto development and implementation of sustainable broad networks of individuals, institutions, and organizations, and that will transform the science, technology, engineering and mathematics (STEM) research capacity and competitiveness in a jurisdiction. E-RISE is particularly interested in proposals that justify exploring emerging or interdisciplinary research areas with high potential impact. E-RISE projects must have a clearly articulated research goal that will lead to new knowledge by addressing a clear hypothesis or problem. The E-RISE projectshould promote (i) areas of research capacity-building within a chosen research topic; (ii) development of a skilled workforce that is relevant to the research topic, as well as the project and its outcomes; (iii) a culture of collaboration and engagement across different types of academic institutions and organizations, as well as non-academic sectors (e.g., industry and government); (iv) integration of the research with societal impacts; and (v) a clear sustainability plan to preserve the resulting research incubator's team and products beyond E-RISE funding.

Correctness for Scientific Computing Systems

Correctness for Scientific Computing Systems (CS 2 ) is a joint program of the National Science Foundation (NSF) and the Department of Energy (DOE). The program addresses challenges that are both core to DOE’s mission and essential to NSF’s mission of ensuring broad scientific progress. The program’s overarching goal is to elevate correctness as a fundamental requirement for scientific computing tools and tool chains, spanning low-level libraries through complex multi-physics simulations and emerging scientific workflows. At an elementary level, correctness of a system means that desired behavioral properties will be satisfied during the system’s execution. In the context of scientific computing, correctness can be understood, at both the level of software and hardware, as absence of faulty behaviors such as excessive numerical rounding, floating-point exceptions, data races deadlocks, memory faults, violations of specifications at interfaces of system modules, and so on. The CS 2 program puts correctness on an equal footing with performance, the focus of current scientific computing research. This program envisions the necessity of proving correctness even in performant scientific computing systems. Such correctness proofs themselves might rely upon multiple factors, including correctness of static and runtime program analyses. Recognizing that many scientific computing applications are inherently statistical, use probabilistic or randomized algorithms, and/or deal with uncertain data, probabilistic notions of correctness may be needed. It is also critical to realize that correctness guarantees are provided with respect to some pre-defined system model. For many reasons, including misspecification, approximation, and defect, the state space allowed by real systems might depart from that model. When this happens, the ability to probe the system to isolate the discrepancy is a key challenge in many domains. CS 2 requires close and continuous collaboration between researchers in two complementary areas of expertise. One area is scientific computing, which, for this solicitation, is broadly construed to include: models and simulations of scientific theories; management and analysis of data from scientific simulations, observations, and experiments; libraries for numerical computation; and allied topics. The second area is formal reasoning and mechanized proving of properties of programs, which, for this solicitation, is broadly construed to include automatic/interactive/auto-active verification, runtime verification, type systems, abstract interpretation, programming languages, program analysis, program logic, compilers, concurrency, stochastic reasoning, static and dynamic testing, property-based testing, and allied topics.

ECosystem for Leading Innovation in Plasma Science and Engineering

Plasma science is a transdisciplinary field of research where fundamental studies in many disciplines, including plasma physics, plasma chemistry, materials science, and space science, come together to advance knowledge for discovery and technological innovation. The primary goal of the EC osystem for L eading I nnovation in P lasma S cience and E ngineering (ECLIPSE) program is to identify and capitalize on opportunities for bringing fundamental plasma science investigations to bear on problems of societal and technological need within the scope of science and engineering supported by the participating NSF programs. The ECLIPSE meta-program has been created to foster an inclusive community of scientists and engineers, an ecosystem spanning multiple NSF Directorates, in the pursuit of translational research at the interface of fundamental plasma science and technological innovation. The ECLIPSE program builds on the long history of NSF leadership in supporting multi-disciplinary research in plasma science and engineering, and is intended to enhance organizational unity within NSF, and potentially with other funding agencies, in considering proposals and supporting projects that may otherwise struggle to find a natural home within the existing hierarchy of Directorates, Divisions, and programs within the Foundation. Examples of topical areas within the scope of the ECLIPSE program include but are not limited to: Plasma surface interactions, with applications to, e.g., advanced manufacturing, materials processing, and catalysis. Atmospheric pressure plasmas and microplasmas with applications to, e.g., microelectronics, plasma agriculture, environmental remediation, and other clean and decarbonized energy goals enabled by electrification of the chemical industry. Dusty plasmas with applications to, e.g., development of nanomaterials, aerosols, and functionalized surface coatings. Novel sensor development for highly non-equilibrium plasmas with applications to, e.g., cubesat-based geospace measurements and industrial plasma diagnostics. Novel computational modeling for multi-component and/or multi-phase plasma systems with applications to, e.g., space weather prediction and plasma reactor design. Novel studies of plasmons in nano-photonics and nano-optics with applications to, e.g., sub-THz wireless communication and photocatalytic chemical processes. New chemical measurement science for characterizing processes occurring in plasmas and using plasmas as part of measurement systems with applications to, e.g., analysis of environmental contaminants or identification of forensic evidence. Study of fundamental chemical reactions and mechanisms in plasmas with applications to, e.g., novel chemical synthesis. Proposals submitted for consideration by this program should address societal or technological needs within the scope of science and engineering supported by the National Science Foundation. Proposals addressing technology development primarily supported by other US government funding agencies are not eligible for consideration and may be returned without review. Proposers are strongly encouraged to contact the cognizant Program Officers if they are unsure of the suitability of a project to this program. Proposals submitted for consideration by the ECLIPSE program should satisfy the following criteria: (1) clearly articulate the fundamental scientific and/or engineering challenge in plasma science and engineering that may be relevant to more than one NSF program; and (2) provide a substantive discussion of how a resolution of the stated scientific and/or engineering challenge will address specific societal and/or technological needs identified as priorities by the research communities, policymakers and/or other stakeholders. Depending on the nature of the proposal, the latter may be described as the Intellectual Merit or the Broader Impact of the proposed activity. The program encourages inclusion of specific efforts to increase the diversity of the ECLIPSE community and to broaden participation of under-represented groups in Science, Technology, Engineering, and Mathematics (STEM) as Broader Impacts of proposed work. The program welcomes proposals from Historically Black Colleges and Universities (HBCUs), other Minority Serving Institutions (MSIs), and institutions in EPSCoR-eligible jurisdictions , along with collaborations between these institutions. Proposers are also encouraged to address how the proposed efforts may enhance workforce development towards STEM careers associated with the field of plasma science and engineering. The ECLIPSE program is not intended to replace existing programs. A proposal that is requesting consideration within the context of ECLIPSE should begin the title with the identifying acronym "ECLIPSE:" and should be submitted to one of the "Related Programs" listed below. In choosing the most relevant program, proposers are advised to read program descriptions and solicitations carefully and to consult with cognizant Program Officers in advance of proposal preparation. Proposal submissions outside of the scientific scope of the receiving program may be transferred to a different program or may be returned without review. Proposers should ask for consideration and review as an ECLIPSE proposal only if the proposal addresses both of the criteria listed above. Proposals marked for consideration by the ECLIPSE program that do not address both of these criteria may be returned without review or reviewed within the context of an individual program. Supplement requests to existing awards within a program that address both of the above criteria may also be considered. Information Sharing with other Funding Agencies When permitted under an MOU between NSF and another funding agency, NSF may share information from proposals for consideration of joint funding and may invite employees of such organizations to attend merit review panels as observers.

The National Earthquake Hazards Reduction Program (NEHRP) is a coordinating program for earthquake monitoring, research, implementation, education, and outreach activities developed and conducted by these four agencies: • Federal Emergency Management Agency • National Institute of Standards and Technology • National Science Foundation, and • U.S. Geological Survey FEMA awards non-competitive, grants to eligible states and territories with high to very high seismic risks to fund one or more of the following allowable activities. The purpose is to support the establishment of earthquake hazards reduction programming and the implementation of earthquake safety, mitigation, and resilience activities at the state and local level. In accordance with this Individual State Earthquake Assistance (ISEA) NOFO, funds available to eligible states and territories classified as having a high or very high risk of earthquakes. Participation in this funding opportunity is limited to states and territories that can provide a statutory non-federal cost share of 25%. However, the cost share requirement does not apply to territories classified as "Insular Areas," such as the U.S. Virgin Islands, which are still eligible to participate in the program. All activities funded by the ISEA grant program must be consistent with the NEHRP vision, mission, and strategic goals.

Develop and form university and industry research teams and consortia consisting of multiple, integrated disciplines and capabilities focused upon problem-based research and outcomes (through a Problem-based Basic Research Consortium). Drive collaboration between university researchers and Service laboratory researchers and Combatant Commands, while also creating opportunities for accelerating the development and advancement of basic and higher TRL research (through a Translational Research Initiative for Academia and Defense Partnership).

Cultural Anthropology Program Senior Research Awards

The primary objective of the Cultural Anthropology Program is to support fundamental, systematic anthropological research and training to increase understanding of the causes, consequences and complexities of human social and cultural variability. The Cultural Anthropology Program welcomes proposals from researchers in all sub-fields of cultural anthropology and research at any temporal or spatial scale. Methodologies and approaches employed may include ethnographic field research, surveys, remote sensing, the collection of bio-markers, experimental research inside or outside of laboratory settings, archival research, the analysis of materials collections and extant data bases, mathematical and computational modeling and other research tools as appropriate for the proposed research. The overarching research goals should be to produce empirically grounded findings that will be generalizable beyond particular case studies and contribute to building a more robust anthropological science of human society and culture. The U.S. National Science Foundation's mandate is to support basic scientific research. Basic research in cultural anthropology means theory-generating and theory-testing research that creates new knowledge about human culture and society. Therefore, the Cultural Anthropology Program cannot support research that takes as its primary objective improved clinical practice, applied policy or other immediate application. Research that seeks to advance scientific cultural anthropological theories in a way that advances use-inspired objectives may be supported, but the theory-advancing objectives must be clearly at the center of the proposal. A proposal to use anthropological methods and approaches only to find solutions to social, medical or other problems without specifically proposing to make a theory-testing or theory-expanding contribution to anthropological science will be returned without review.

The program supports the use of the RAPID funding mechanism for research that involves ephemeral data, typically tied to disasters or other unanticipated events. Much less frequently, the program also supports highly unusual, proof-of-concept, high-risk projects that are potentially transformational (Early Concept Grants for Exploratory Research – EAGER). For detailed information concerning RAPID and EAGER grants, please review Chapter II.E of the NSF PAPPG . All research must be grounded in theory and generalizable. Purely algorithmic management-science proposals should be submitted to the Operations Engineering (OE) Program rather than to DRMS. The Research Experiences for Undergraduates (REU) program supports active research participation by undergraduate students in any of the areas of research funded by the National Science Foundation. REU projects involve students in meaningful ways in ongoing research programs or in research projects specifically designed for the REU program. This solicitation features two mechanisms for supporting student research: REU Sites are based on independent proposals to initiate and conduct projects that engage a number of students in research. REU Sites may be based in a single discipline or academic department or may offer interdisciplinary or multi-department research opportunities with a coherent intellectual theme. REU Supplements may be included as a component of proposals for new or renewal NSF grants or cooperative agreements or may be requested for ongoing NSF-funded research projects. REU projects with an international dimension are welcome. Undergraduate student participants in either REU Sites or REU Supplements must be U.S. citizens, U.S. nationals,or U.S. permanent residents. Students do not apply to NSF to participate in REU activities, and NSF does not select students for the opportunities. Investigators who receive REU awards establish their own process for receiving and reviewing applications and selecting students, and students follow the instructions provided by each REU Site or REU Supplement to apply. Subnational Industrial Innovation and Resilient Entrepreneurship Accelerator

The U.S. Embassy Buenos Aires announces an open competition to support subnational economic growth and operational modernization in Argentina's strategic manufacturing and resource corridors. This program will establish a competitive business acceleration program designed to provide next-generation entrepreneurs in industrial and mining provinces with practical management tools, strategic scaling methodologies, and innovative integration frameworks. The initiative will equip local small and medium-sized enterprises (SME) operators to meet international corporate standards, optimize regional supply chains, and integrate secure digital applications. Applicants are encouraged to propose scalable models that can expand from a single provincial cohort into a multi-province national network. 1. Project Background, Goals, and Objectives Argentina’s subnational industrial and mining hubs serve as critical centers for regional economic stability and international trade. However, many emerging provincial business operators face significant operational hurdles, including difficulties navigating international procurement procedures, managing structural financial constraints, and adopting transparent corporate infrastructure. These institutional gaps limit local enterprise growth and hinder the ability of subnational firms to integrate seamlessly into global supply chains. To address these challenges, this initiative establishes a comprehensive business acceleration framework. This program provides a minimum of 50 hours of blended instructional delivery (integrating synchronous virtual support with intensive in-person workshops) focused on structural business architecture, financial management, legal compliance, and the responsible use of Artificial Intelligence (AI) to optimize operations. By directly engaging with major regional industrial chambers, the program ensures that multi-sector business owners are securely anchored to U.S. standard corporate practices, enhancing their competitive independence and boosting bilateral economic alignment. Project Audience(s): Primary beneficiaries must consist of a cohort of at least 30 established entrepreneurs, local suppliers, and small business operators based in strategic provincial industrial or mining hubs. Candidates should be selected in close coordination with subnational business chambers and must represent sectors such as: • Industrial construction, technical maintenance, and engineering services. • Logistics, transport optimization, and industrial-grade input manufacturing. 6 • Modular infrastructure providers and technical environmental monitoring consultancies. Applicants should clearly describe participant recruitment and selection. Project Goal: The project goal is to strengthen regional stability and commercial diplomacy in Argentina by modernizing subnational industrial supply networks through a multi-sector cohort accelerator that drives business scalability and promotes adherence to transparent U.S. commercial standards. Project Objectives: Applicants should design projects that contribute to the following objectives: Objective 1: Deliver a minimum of 50 hours of combined in-person and virtual business optimization training to at least 30 high-potential entrepreneurial participants within a target industrial province. Objective 2: Oversee and promote the development of finalized strategic scaling or operational modernization plans for at least 70% of active cohort participants, enabling them to meet international corporate contract standards. Objective 3: Document a minimum 20% positive variance in participant alignment, operational intent, and critical awareness regarding transparent commercial models and the adoption of trusted technological frameworks. Project Background, Goals, and Objectives Albania has experienced multiple cyberattacks in recent years, placing increasingly digital government services and critical institutions at significant risk. While Albania is actively embracing AI, substantial skill gaps remain – gaps that American expertise is uniquely positioned to address. The “CyberNext: Advanced Cybersecurity and AI Readiness” program strengthens Albania’s cybersecurity and AI capabilities by leveraging U.S. technology, standards, and expertise. The program moves beyond basic awareness to build practical skills, improve resilience against digital threats, and deepen understanding of U.S. leadership in technological innovation. This initiative builds on previous American Corners programming in cybersecurity and AI that established a cohort of young people with baseline knowledge and awareness. It complements ongoing U.S. Embassy efforts to strengthen Albania's cyber resilience and digital infrastructure in alignment with American technology standards. The program creates a foundation for sustained engagement with Albanian youth and professionals who will shape the country’s digital future. The program advances key U.S. policy objectives by promoting American leadership in AI and cybersecurity, thereby defending digital openness and protecting space for open and authentic communication in the digital sphere. It equips Albanian professionals with skills and knowledge essential to shared security responsibilities, strengthening their capacity to contribute to regional stability, protects American interests abroad, consistent with the America First foreign policy that prioritizes building capable Allies and defending critical infrastructure against shared threats. All activities must demonstrate strong linkages to U.S. expertise, technology, and best practices in cybersecurity and artificial intelligence. Proposals should clearly articulate how these connections advance program objectives while serving U.S. interests in regional security and digital infrastructure development. The program must reaffirm its core purpose: equip Albanian audiences with cybersecurity and AI capabilities through results-focused engagement that produces measurable changes in the attitudes and behaviours of young cybersecurity professionals. Project Audience : Young Albanians aged 18-35, including university students, young professionals, startup leaders, and aspiring tech innovators with baseline understanding of cyber and AI issues seeking to build practical, advanced skills in cybersecurity and digital protection. Project Goal : Strengthen Albania's cyber resilience and digital infrastructure in alignment with American technology standards. Increase public support for enhanced cybersecurity capabilities and greater responsibility for regional security and stability. Project Objectives : The project should engage at least 100 participants per Corner in cybersecurity and AI programming activities that build digital protection skills, foster teamwork, and enhance Albania’s overall cyber and AI readiness in support of U.S. leadership and global security. Suggested activities may include workshops through simulations and scenario-based learning, hands-on labs, tabletop exercises, competitions, innovation sprints etc. At a minimum, projects should address the following objectives: Objective 1 – Advanced Threat Detection and Response Skills: Equip participants with intermediate-level practical skills to recognize, prevent, and respond to cyber threats, drawing on U.S. frameworks and best practices. Objective 2 – Responsible and Secure AI Deployment: Build participants’ understanding of AI risks and opportunities in cybersecurity, including how AI can both enable and counter attacks, and develop their ability to design and apply AI solutions ethically and securely, informed by U.S. standards and AI ethics guidance. Objective 3 – Operational Resilience and Professional Readiness: Strengthen participants’ critical thinking, teamwork, and decision‑making under pressure through realistic cyber and AI scenarios, preparing them to operate effectively in incident response teams and contribute to Albania’s broader cyber resilience.

Después de un proceso de selección altamente competitivo, las becas se conceden tras el análisis independiente y riguroso de comisiones evaluadoras, compuestas por expertos del máximo nivel académico y profesional, que aplican las métricas de excelencia que rigen en cada una de sus disciplinas. El perfil resultante de los integrantes de la Red Leonardo –hoy compuesta por más de 700 investigadores y creadores en España– es el de profesionales en su gran mayoría con experiencia internacional y cuyo promedio de edad en el momento de ser seleccionados está por debajo de los cuarenta años. Muchos de ellos todavía no contaban con una carrera consolidada, pero el apoyo de la beca ha supuesto un importante espaldarazo para impulsar su trayectoria. La Red Leonardo, en la que en el futuro se integrarán los investigadores y creadores seleccionados en la primera convocatoria de América Latina, cuenta con su propia página web, un espacio que recoge los perfiles y los logros de sus integrantes, impulsando así su visibilidad pública. La creación de las Becas Leonardo en 2014 fue una apuesta estratégica y diferencial de la Fundación BBVA para impulsar el conocimiento entendido como un continuo de la investigación y la creación a través de la exploración, sin levantar murallas entre las disciplinas. Project Background, Goals, and Objectives In an era of global disruption and rapid technological change, secure and resilient supply chains are more critical than ever. This workshop will bring together early-stage professionals from across Southeast Asia to explore how supply chains operate, the impact of advanced technologies, and the critical minerals that power modern economies. They will leave equipped with tools to increase advocacy efforts that support national-level policy, encouraging the expansion of U.S.- ASEAN commercial opportunities and prioritizing secure supply chains that strengthen U.S. - ASEAN economic and regional security. Workshop Objectives • Enhance understanding of supply chain fundamentals: Provide participants with a strong foundation in supply chain operations, including key actors, systems, and processes. • Identify and analyze supply chain risks: Equip participants to recognize vulnerabilities such as cyber threats, illegal transshipment, geopolitical risks, and industrial overcapacity. • Explore strategies for supply chain security and resilience: Introduce U.S. tools, frameworks, and best practices for strengthening supply chain resilience, including intellectual property protection, export controls, taxation, cybersecurity, and cross-border data flows. • Introduce emerging technologies in trade and logistics: Familiarize participants with U.S.-led innovations such as digital tracking, blockchain, and artificial intelligence and their applications in improving supply chain security and efficiency. • Highlight the importance of critical and rare earth minerals: Demonstrate how these minerals underpin advanced technologies and essential products, and how diversified processing and refining capabilities contribute to American and Southeast Asian prosperity and security. • Foster regional collaboration and dialogue: Encourage early-stage professionals across Southeast Asia to share perspectives, develop joint strategies, and explore policy recommendations. • Develop practical regional solutions: Engage participants in simulations and group activities that apply workshop concepts to real-world supply chain challenges, drawing on expertise from U.S. industry partners and case studies. • Encourage participant-led innovation and action: Organize a business incubator competition that provides seed funding to innovative projects and initiatives that strengthen secure, resilient, and fair supply chains while expanding opportunities for U.S. trade, investment, and commercial partnerships across the ASEAN region. Ho Chi Minh City, Vietnam, and Surabaya, Indonesia, offer complementary, yet distinct, expertise that uniquely positions each location to host specialized workshop activities. Participants will engage in programming at both sites—beginning in Vietnam and concluding in Indonesia—gaining a rare, firsthand understanding of regional supply chain dynamics, economic priorities, and cross-border challenges. This immersive experience will equip participants with the broader regional perspective necessary to make informed decisions within the ASEAN context. Ho Chi Minh City: ● Supply Chain Challenge Simulation: A team-based exercise where participants move goods from production to delivery while responding to realistic disruptions and crises. ● Expert Talks: Sessions with industry and policy experts on current trends, risks, and opportunities in supply chain security, followed by Q&A discussions. ● Case Study Lab – “When Supply Chains Break”: Participants analyze real-world supply chain disruptions, identify vulnerabilities, and propose resilience strategies. ● Regional Dialogue Roundtable: Interactive discussions where participants share country perspectives, regional challenges, and opportunities for cross-border cooperation. ● Site Visits: Tours of ports and/or technology and manufacturing hubs in Ho Chi Minh City to examine logistics operations and technological innovation firsthand. Surabaya: ● Cybersecurity Skills Workshop: A hands-on session introducing U.S. tools and products for protecting critical infrastructure and logistics systems, including principles of zero-trust architecture. ● Business Incubator: This business incubator competition will provide seed funding to innovative projects and initiatives that strengthen secure, resilient, and fair supply chains while expanding opportunities for U.S. trade, investment, and commercial partnerships across the ASEAN region. ● Critical Minerals Workshop and Simulation: Participants examine the role of critical and rare earth minerals in supply chains and engage in industry-designed simulations involving sectors such as semiconductors, batteries, vehicles, computers, phones, and satellites. ● Field Excursion: Visits to a critical minerals smelter and processing facility to explore operational challenges and opportunities in the mining sector and their implications for supply chain security. This program complements prior programs supporting Vietnam's long-term logistics and supply chain development goals, as well as Mission Vietnam's robust commercial diplomacy on behalf of American consumer and high-tech firms in Vietnam—the United States' seventh-largest trading partner and largest in ASEAN. This program will also build on the success of previous Mission Indonesia cybersecurity speaker programs and a semiconductor supply chain security program that trained key interlocuters in developing protocols to protect critical infrastructure in the mining and digital sectors, expanded U.S.-Indonesia commercial cooperation in the semiconductor sector, and increased Indonesia’s capacity to contribute meaningfully to more secure semiconductor supply chains. Project Audience(s): The recipient will coordinate with U.S. Consulate General Ho Chi Minh City and U.S. Consulate General Surabaya and with the U.S. Embassies to ASEAN and in ASEAN member states to recruit and select up to 55 participants with specialized backgrounds. Participants must be registered YSEALI exchange alumni aged 22-35 who have leadership potential, a commitment to enhance U.S - ASEAN trade, and experience relevant to business, science, technology, critical minerals, logistics, or global trade. This program requires at least one year of professional work experience. Participants should demonstrate their leadership and readiness to enact commercial change in their home countries. All participants must be proficient in written and spoken English. All programs must include participants from all eleven ASEAN member countries. Participants will include YSEALI exchange alumni representing all 11 ASEAN member states from the U.S.-based YSEALI Professional and Academic Fellowship programs, YSEALI regional workshops, or YSEALI Seeds for the Future competition winners. The recipient will be responsible for arranging and using cooperative agreement funds to cover all elements related to participant and staff travel including international and domestic flights, visas, travel to and from airports, accommodation, per diem, meals during the program, insurance, etc. Project Goal: Strengthen knowledge and capacity to identify, assess, and address supply chain vulnerabilities across critical industries throughout the ASEAN region. Project Objectives: ● Objective 1: Strengthen the advocacy capacity of up to 55 well positioned early-stage leaders across 11 ASEAN countries to support national-level policy that encourages the expansion of U.S.- ASEAN commercial opportunities prioritizing secure and diversified supply chains strengthening U.S. - ASEAN economic and regional security. ● Objective 2: Provide seed funding for at least one organically generated project or initiative that strengthens secure, resilient, and fair supply chains while expanding opportunities for U.S. trade, investment, and commercial partnerships in the ASEAN region. Develop a backup slate of at least three prospective projects. ● Objective 3: Increase cross-sector knowledge sharing, coordination, and cooperation amongst ASEAN countries and the United States to address and respond to threats in supply chain security across critical industries by establishing coordinated communication channels with U.S. commercial entities and U.S. Embassies and Consulates in the region. Create professional advocacy groups that incorporate American private sector expertise; at least 75% of participants will demonstrate the ability to implement at least one new policy revision within a year of completion of the program. Substantial Involvement The U.S. Consulate General Ho Chi Minh City and U.S. Consulate General Surabaya will have substantial involvement in the development, content, and schedule of the workshop. In consultation with the coordinating U.S. Consulate General Ho Chi Minh City and U.S. Consulate General Surabaya, the award recipient must actively engage all relevant U.S. Embassies regarding the recruitment and selection processes as well manage communication with the participants. Working closely with U.S. Consulate General Ho Chi Minh City and U.S. Consulate General Surabaya, the recipient of this cooperative agreement shall: develop a robust program for the workshop; schedule the workshop at mutually agreed upon locations; manage the participant application and selection process through a secure portal; develop the agenda and content for the workshop; recruit speaker(s); manage all travel logistics for participants and speakers; and generate content for social media and other publicity. The recipient will provide all design files, photos and video recorded, as well as production quality, U.S. Consulate General Ho Chi Minh City and U.S. Consulate General Surabaya approved, photo album and video series of the workshop after completion. Preference will be given to joint proposals that have a local partner in both Vietnam and Indonesia, but only one cooperative agreement will be awarded and managed out of U.S. Consulate Surabaya. Regular, transparent communication via email, phone and video conference calls and face-to-face meetings (as appropriate) with the Grants Officer, Grants Officer Representative, and Program Officer throughout the period of performance is critical to the success of this cooperative agreement. All major elements of the program and its content require advance approval by U.S. Consulate General Ho Chi Minh City and U.S. Consulate General Surabaya, including, but not limited to: • Choices of dates, venue, accommodation, and menus; • Final selection of participants, mentors, and speakers from the United States and ASEAN member states; • Titles, format, and content of workshop sessions and other program activities; • Design and content of all marketing materials, publicity, and media products.

This applies to all open and future program elements in Appendix A (Earth Science) as of 09/22/2025. This synopsis is a generic summary that is posted for each of the many individual "program elements" in NASA’s Research Opportunities in Space and Earth Sciences (ROSES) – 2025 solicitation. For specific information on this particular program element download and read the PDF of the text of this program element by going to Tables 2 or 3 of ROSES at https://solicitation.nasaprs.com/ROSES2025table2 and https://solicitation.nasaprs.com/ROSES2025table3 , respectively, click the title of the program element of interest, a hypertext link will take you to a page for that particular program element. While the letters and numbers are different for each element within ROSES (A.10, B.3, etc.) the basic configuration is always the same, e.g., the letter indicates the Science Division (A is Earth Science, B is Heliophysics etc.) and whatever the letter, #1 is always the division overview. In 2025, most program elements will be set up for application via Grants.gov only if requested at least 30 days in advance of the due date. The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) – 2025 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 21, 2025. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology supported by SMD. Awards will be made as grants, cooperative agreements, or contracts depending on the nature of the work proposed. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. Funded Co-Is at government labs will receive inter- or intra-agency transfers . The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. Tables listing the program elements and due dates (Tables 2 and 3 ), a table that provides a very top level summary of proposal contents ( Table 1 ), and the full text of the ROSES-2025 "Summary of Solicitation", may all be found NSPIRES at https://solicitation.nasaprs.com/ROSES2025 . The Tribal Colleges and Universities Program (TCUP) provides awards to federally recognized 1 Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, linguistics, economics and bioeconomics, statistics, and other social and behavioral sciences; natural sciences; computer science, including, but not limited to, artificial intelligence, quantum information science, and cybersecurity), technology, engineering and mathematics (STEM), STEM education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building or community engagement projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP),TCUP for Secondary and Elementary Teachers in STEM (TSETS), TCU Enterprise Advancement Centers (TEA Centers), Cyberinfrastructure Health, Assistance, and Improvements (CHAI), and Preparing for TCUP Implementation (Pre-TI). Collaborations led by TCUP institutions that involve non-TCUP institutions of higher education are supported through TCUP Partnerships, with the participation of other NSF programs to support the work of non-TCUP institutions. Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) divisions and directorates, and other organizations,TCUPaims toincrease Native individuals' participation in STEM careers, improve the quality of STEM programs atTCUP-eligible institutions, and facilitate the development of a strong STEM enterprise in TCUP institutions' service areas. TCUP supports transformative capacity-building, community engagement, or research projects at TCUP-eligible institutions through the following funding tracks: Instructional Capacity Excellence in TCUP Institutions (ICE-TI) projects provide support to design, implement, and assess comprehensive institutional improvements in STEM education and research capacity at TCUP-eligible institutions of higher education. By strengthening STEM education and STEM education research, successful projects will increase the number of STEM students and improve the quality of their preparation. ICE-TI projects create and/or adapt and assess innovative models and materials for teaching and learning in STEM, embody knowledge about how students learn most effectively in STEM teaching and learning activities, and bring STEM disciplinary advances into the undergraduate or graduate experience. The objective of this strand is to expand STEM degrees offered by TCUP-eligible institutions or significantly enhance instructional approaches. Targeted STEM Infusion Projects (TSIP) support the attainment of a short-term, well-defined goal to improve the quality of STEM education at an eligible institution. Targeted STEM Infusion Projects could, for example, enhance academic infrastructure by systematically adding traditional knowledge to the scope or content of a STEM course, updating curricula, modernizing laboratory research equipment, developing and delivering professional development for K-12 STEM educators, or improving the computational infrastructure.The objective of this strand is to expand STEM degrees or significantly enhance instructional approaches. TCUP for Secondary & Elementary Teachers in STEM (TSETS) supports in-service professional development in STEM disciplinary or STEM education content and/or research for K-12 STEM teachers in the relevant service area. Examples of project activities include, but are not limited to, professional development involving seminar series and engagement in STEM instruction and content during the academic year, structured series of summer intensive workshops and trainings, and summer research opportunities. The objective of this strand is to broaden the instructional capacity for STEM in the K-12 workforce and thereby to the entire community, and to build the capacity for STEM disciplinary or education research among participating educational professionals. TCU Enterprise Advancement Centers (TEA Centers) coalesce the STEM and/or STEM education expertise into a team, designed to support and promote the STEM goals, needs, aspirations, or interests of the chartering reservation or tribe(s). TEA Centers may address a critical tribal or community need or focus on a realm of research or design that is beyond the scope of individual research grants or that is of interest to multiple tribes. The objective of this strand is to build on the capacity developed through prior TCUP support and apply expertise to collaborations with communities in the institution’s service area, or nationally. The Cyberinfrastructure Health, Assistance, and Improvements (CHAI) strand supports projects at TCUP-eligible institutions of higher education to upgrade the cyberinfrastructure necessary to conduct, expand, manage and administer STEM programs of study, including research. The objective of this strand is to equip TCUP institutions to meet the demands of virtual instruction, advanced computing, and data science opportunities. Preparing for TCUP Implementation (Pre-TI) provides support for activities that prepare an institution for Implementation-level projects.Consequently, they are available only to TCUP-eligible institutions of higher education that have never received TCUP support, have not received TCUP support within the previous five years, or are embarking on a significantly novel STEM strategic plan. Examples of supported activities include completing an institutional assessment of its current STEM instructional capacity, or engaging in conversations necessary to formulate a shared vision of what that capacity should be and how to achieve it. Pre-TI awards can support staff and faculty release time, travel, stakeholder gatherings, and associated administrative costs.The objective of this strand is to conduct self-studies and formulate strategic plans for the development of STEM instructional programs of study. The TCUP Partnerships strand provides support for collaborations that will improve TCUP institutions' instructional and research capacity in STEM fields supported by NSF; attract, retain, and support TCUP students in internships and research endeavors deemed to be necessary for a complete curriculum offering; and engage partner universities to provide an academic grounding and a successful transition for students who wish to study or attain degrees in STEM fields supported by NSF. TCUP Partnerships broaden the number of scientific disciplines available to students at TCUP institution through collaborations with non-TCUP institutions. Active Pre-Engineering Education Collaboratives or Partnerships in Geoscience Education awards are not affected by this revision. The objective of this strand is the development, through instructional and research capacity-building, of academic and career pathways for TCUP students through supporting collaborative projects between and among TCUP and non-TCUP institutions. Interested teams of collaborators for which a TCUP institution serves as lead should contact the TCUP program directors. Support for non-TCUP partners must be obtained from other NSF programs, which follows the procedures of the prior Partnership strands. Small Grants for Research (SGR) strand support STEM or STEM Education faculty members at TCUP-eligible institutions to initiate or pursue research projects or programs that may include undergraduate or graduate student engagement. Awards are intended to help further the faculty member's research capability and effectiveness; improve research and teaching at his or her home institution and create and study new models and innovations in STEM teaching and learning. International research or collaborations are strongly encouraged. TCUP students may seek support for international research opportunities under the guidance of a TCUP STEM or STEM education faculty member and an international research collaborator. These awards are particularly appropriate as a means of recruiting and retaining highly qualified scientists, engineers, and educators at TCUP-eligible institutions. The objective of this strand is to support faculty research and professional development that build research capacity at TCUP institutions. [1] Executive Order 13021 defines Tribal Colleges and Universities ("tribal colleges") as those institutions cited in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (7 U.S.C. 301 note), and other institutions that qualify for funding under the Tribally Controlled Community College Assistance Act of 1978, (25 U.S.C. 1801 et seq.), as well as Navajo Community College as authorized in the Navajo Community College Assistance Act of 1978, Public Law 95-471, Title II (25 U.S.C. 640a note). The term "Alaska Native-serving institution" means an institution of higher education that is an eligible institution under section 1058(b) of the Higher Education Act; and that, at the time of submission, has an undergraduate enrollment that is at least 20 percent Alaska Native students. The term "Native Hawaiian-serving institution" means an institution of higher education that is an eligible institution under section 1058(b) of the Higher Education Act; and that, at the time of submission, has an undergraduate enrollment that is at least 10 percent Native Hawaiian students.
