The purpose of the Fiscal Year (FY) 2026 NIMS Cooperative Agreement is to support EMAC, which is a congressionally ratified mutual aid compact (Pub. L. No. 104-321). The “purpose of the compact is to provide for mutual assistance between the states entering into the compact in managing any emergency disaster that is duly declared by the Governor of the affected state, whether arising from natural disaster, technological hazard, man-made disaster, civil emergency aspects of resources shortages, community disorders, insurgency or enemy attack.” The FY 2026 NIMS Cooperative Agreement The NIMS-EMAC NOFO addresses the challenge of closing funding gaps for EMAC operations, ensuring a swift and coordinated response to emergent threats and disasters. The success of EMAC rests on sustaining, maintaining and improving its operational capability and the capabilities and implementation of its members. It seeks to solve the problem of fragmented emergency management efforts by strengthening interconnectivity and collaboration between federal agencies and non-federal partners. The NIMS-EMAC NOFO supports Mission 5: Build a Resilient Nation and Respond to Incidents, Objective 5.2: Strengthen National Resilience, and Objective 5.4: Enhance Training and Readiness of First Responders, of the DHS 2023 Quadrennial Homeland Security Review (QHSR). Specifically, it aims to streamline the integration and coordination of resources during crises, allowing for quicker adaptation and mobilization across various jurisdictions.

This is a notice of funding opportunity (NOFO) for the BJA FY2025/2026 Project Safe Neighborhoods (PSN) Formula Grant Program. This opportunity provides combined FY 2025 and FY 2026 appropriations to support comprehensive violent crime reduction strategies coordinated by the U.S. Attorney’s Offices (USAOs) in the 94 federal judicial districts throughout the 50 states and the U.S. territories. PSN is a nationwide initiative that brings together federal, state, local, tribal, and territorial law enforcement officials, prosecutors, community-based partners, and other stakeholders to address violent crime through coordinated enforcement strategies that target criminal organizations, dangerous offenders, and threats to public safety, including those posed by transnational criminal organizations (TCOs), drug trafficking, human trafficking, and violent criminal aliens. This program is a central element of the DOJ’s efforts to empower prosecutors and law enforcement to protect their communities from ongoing threats and to implement the core policy objectives of “Operation Take Back America.”

This program will fund projects focused on technology-enabled strategies that improve adoptive matching, placement, and permanency for children in foster care awaiting adoption. The funds, awarded to four regional centers, will be used to design, implement and evaluate these strategies.These centers will focus on children with an adoption permanency goal or who are legally free for adoption due to child welfare involvement. Centers will partner with state, territorial, tribal, and local child welfare agencies and courts to develop secure, accessible technology solutions that improve how families are matched with children in need of permanent homes. Proposed solutions must be interoperable with existing systems and may include tools such as data-informed recruitment support, AI-assisted matching, and predictive analytics.Each center will strengthen data infrastructure, support continuous quality improvement, and develop scalable resources that jurisdictions nationwide can adopt. ACF will define four national service regions to ensure full U.S. coverage. Centers will provide regional innovation support, training, technical assistance, and dissemination of best practices while collaborating nationally on shared learning.Applicants will be expected to demonstrate measurable improvements in match timeliness, placement stability, and adoption finalization outcomes.
Research, Education, and Outreach on Botanical Natural Products

Executive Summary The U.S. Department of State’s Consulate General in Almaty, Kazakhstan announces an open competition to implement a program for the design and execution of two projects: Access Alumni Outreach and Engagement and English Access Scholarship Program (Access) for the 2026-2028 cycle. This program will reach two audiences in South Kazakhstan: up to 300 Access Program alumni (ages 16–30, cohorts 2016–2026) across Shymkent, Kyzylorda, Taraz, Turkistan, and Almaty, and 32 new Access students (ages 13–15, 2026–2028 cohort) from the Shymkent or Taraz areas. For alumni, the 12-months program re-engages graduates through sustained activities that strengthen English, expand knowledge of U.S. history, culture, and Freedom 250 themes, and build professional networks across five cities. For new students, a 20-month intensive English curriculum targets measurable proficiency gains, increased awareness of U.S. culture and values, and direct pathways to U.S. government-sponsored exchange and scholarship opportunities. Both tracks advance U.S. foreign policy by cultivating English-proficient, U.S.-engaged youth leaders in a strategically important region of Central Asia, while sustaining long-term people-to-people ties through a growing network of Access alumni serving as community connectors and future exchange candidates.
