This is a notice of funding opportunity (NOFO) for the Department of Justice’s (DOJ) FY 2026 Bridging Immigration-Related Deficits Experienced Nationwide (BIDEN) Program. This program, authorized under the BIDEN Reimbursement Fund established by the One Big Beautiful Bill Act, Public Law 119-21, Title X, Subtitle A, Part II (codified at 34 U.S.C. § 61101), provides funding for grants to eligible States, State agencies, and units of local government and tribal governments, pursuant to their existing statutory authorities to support the seven statutory purposes outlined in 34 U.S.C. § 61101: 1. Locating and apprehending aliens who have committed a crime under federal, state, or local law, in addition to being unlawfully present in the United States (hereafter referred to as “criminal illegal aliens”). 2. Collection and analysis of law enforcement investigative information within the United States to counter gang or other criminal activity. 3. Investigating and prosecuting (a) crimes committed by aliens within the United States; and (b) drug and human trafficking crimes committed within the United States. 4. Court operations related to the prosecution of (a) crimes committed by aliens; and (b) drug and human trafficking crimes. 5. Temporary criminal detention of aliens. 6. Transporting aliens described in paragraph (1) within the United States to locations related to the apprehension, detention, and prosecution of such aliens. 7. Vehicle maintenance, logistics, transportation, and other support provided to law enforcement agencies by a state agency to enhance the ability to locate and apprehend aliens who have committed crimes under federal, state, or local law, in addition to being unlawfully present in the United States. Awards from this program should be used to support significant participation in and support of Homeland Security Task Force (HSTF) activities, and other DOJ efforts to combat gangs, cartels, and other violent crime. Awards under this NOFO may support expenditures made by State agencies or units of local government for completed, ongoing, or new activities that occurred on or after January 20, 2021. This NOFO includes three funding categories: Category 1: Hiring • Sworn and Non-Sworn Law Enforcement Personnel—Funding can be used to hire or rehire full-time sworn career law enforcement officers/deputies and civilian/non-sworn personnel as outlined below: o Hire new full-time officers/deputies and full-time civilian/non-sworn personnel, including by filling existing officer/deputy vacancies that are no longer funded in your agency’s budget. o Rehire full-time officers/deputies and full-time civilian/non-sworn personnel who have been laid off by any jurisdiction as a result of state, local, or Bureau of Indian Affairs (BIA) budget reductions. The rehired officers/deputies must be rehired on or after the official award start date on the notice of award. o Rehire full-time officers/deputies and full-time civilian/non-sworn personnel who are (at the time of application) currently scheduled to be laid off by your jurisdiction on a specific future date as a result of state, local, or BIA budget reductions. Recipients will be required to continue funding the positions with local funding until the date(s) of the scheduled layoffs. Applicants may request funding for full-time officer/deputy salaries or a combination of officer and salaries of civilian/non-sworn. Funding will support salaries for up to three years of eligible positions to be expended within a five-year period of performance to accommodate time needed for recruitment and hiring. • Non-Law Enforcement Personnel—Funding can be used for the hiring, retention, and training of critical personnel across the full continuum of criminal justice operations for the purposes cited above. Examples of personnel could include but need not be limited to the following: forensic, investigative, analytical; prosecution and legal support; corrections, detention, and custodial; and transportation, security, and operations logistics. Funding may not be used for co-responders, interpreters, or translators. Category 2: Technology and Equipment—Funding can be used to purchase and support multi-year implementation, ongoing subscriptions, training, and maintenance of equipment and advanced technology to address critical resource gaps and enhance capacity to support criminal justice operations related to the purposes cited above. Note: If you apply for and receive funding for Unmanned Aerial Systems (UAS), body-worn cameras, body armor, and/or NIBIN machines, you will be required to submit equipment-specific certifications and other documentation as a condition of your award. Category 3: Construction of Temporary Detention Facilities for Criminal Illegal Aliens—Funding can be used for the following: • Major Construction Projects—Funding would support large-scale projects, including building temporary detention facilities to house criminal illegal aliens awaiting prosecution, immigration proceedings, or transfer to federal custody. • Substantial Renovation/Expansion/Modernization—Funding would support the expansion or modernization/targeted improvement of existing facilities, including bolstering detention infrastructure through addition of housing units, or renovation of existing facilities to meet current detention standards and significantly enhance capacity and operational functionality for temporary detention of aliens who have committed a crime in addition to being unlawfully present in the United States.

This funding opportunity aims to support innovations that build evidence on how to help children and youth with complex or high-acuity needs achieve permanency through adoption. The projects will focus on collaborative, system-level efforts to recruit, train, support, and retain families who can meet these children's needs.Projects must be led by researchers who work within a child welfare agency or work in close partnership with one or more child welfare agencies. Together, researchers and child welfare program staff will identify and evaluate promising collaborative approaches.Collaborations that include Medicaid Section 1115 Research and Demonstration Projects, private adoption agencies, or community- or faith-based organizations are of particular interest.You'll be expected to: (1) Study how the model works in practice (i.e., implementation study). (2) Evaluate the effectiveness of the approach. The U.S. Embassy Muscat seeks an implementing partner to administer the U.S.-Omani Youth Council, a structured leadership and bilateral-engagement program for 10-15 university students from diverse academic disciplines and regions of Oman. The program will strengthen participants' understanding of the longstanding U.S.-Omani relationship and expose them to cooperation in diplomacy, trade, space, technology, innovation, entrepreneurship, and other shared priorities. It supports the United States’ Embassy's Freedom250 campaign and Oman Vision 2040 and by promoting youth leadership, civic participation, human capital development, innovation, and sustained people-to-people ties. The recipient will conduct university outreach; manage an open application and interview process; select a cohort in coordination with the Embassy; organize seven monthly sessions and experiential visits from November 2026 through May 2027; arrange participant travel and program logistics; administer a competitive mini-grants component of up to three participant-led projects, not exceeding $1,500 each; deliver a capstone event; establish an alumni-engagement structure; and monitor and report program results. The Embassy will work closely with the recipient on participant selection, speakers, official visits, program content, public communications, and mini-grant approvals. Eligible applicants should demonstrate experience in youth engagement, university outreach, multi-location program delivery in Oman, financial management, and coordination with government, academic, private-sector, and civil-society partners.

The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nation’s universities and research institutions to solve problems and generate opportunities in coastal communities. This notice announces that applications may be submitted for the 2027 National Sea Grant College Program Dean John A. Knauss Marine Policy Fellowship (Sea Grant Knauss Fellowship Program). Pending the availability of federal funding, the National Sea Grant College Program (Sea Grant) anticipates funding not less than 35 applications. Application packages will each propose a total of $97,200 in funding. A detailed breakdown of this funding is described in Sections II.A and III.F of this announcement. Student applicants are strongly encouraged to reach out to the Sea Grant program in their state/territory at least one to two months before the state application deadline to receive application support and provide notification of intent to apply. Following student application submission, the student should allow sufficient time to schedule an interview with the eligible Sea Grant program at the program’s request. Applicant organizations must complete and maintain three registrations to be eligible to apply for or receive an award. These registrations include SAM.gov , Grants.gov, and eRA Commons . Advancing Labor Rights in the Garment Industry

The program will strengthen labor rights protections consistent with labor rights commitments and support labor rights reforms in strategic partner countries with existing Agreements on Reciprocal Trade (ARTs). This program will support garment workers to help them better understand and exercise their labor rights, freely associate, and access timely, non-retaliatory remedies for workplace abuses across the garment supply chain. Activities may include supporting workers and worker organizations to organize and advocate for their rights, documenting labor rights violations, promoting accountability and remediation for workplace abuses, and engaging employers, civil society, and government stakeholders to improve compliance with labor standards and working conditions in the garment sector. By strengthening implementation of labor provisions in trade agreements and supporting labor rights reforms aligned with the Trump administration’s trade and economic policy, this program will support a more level playing field for responsible businesses and reinforces U.S. economic and strategic interests in key manufacturing markets.

The Administration for Native Americans anticipates announcing the availability of funds and requesting applications for EAGLE: Economic Advancement Grants for Local Empowerment, supporting socioeconomic and cultural success for Native communities through business creation in regenerative agriculture, artificial intelligence, tribal energy sovereignty, and human capital development. ANA intends to fully fund FY 2026 EAGLE awards for three years, with the NOFO including multiple Program Areas (PAs): Seventh-Generation Greenhouses to expand affordable, nutritious food production and local enterprise; Microgrids to enhance energy reliability, resilience, and independence; Welders to Elders to promote workforce development and community resilience; Tradition in Action—A Native Elder Program to support cultural education, intergenerational knowledge transfer, and leadership pipelines; and Indigenous Designs to Empower and Advance Self-Determination (IDEAS) to enable community-designed solutions to priority needs.

The Administration for Native Americans (ANA), announces funds for a National Center for Native Training and Technical Assistance (the Center). The Center will be ANA"s primary provider of training and technical assistance (TTA). The goal is to build the capacity of ANA applicants and recipients to implement successful strategies and facilitate sustainable and successful outcomes that strengthen Native American communities. The beneficiaries of TTA are tribes and Native American communities, including American Indians, Alaska Natives, Native Hawaiians, and other Native Pacific Islander organizations and their partners. The Center will assist applicants and recipients to plan, develop, and implement community-driven projects aligned with ANA"s goals. The Center will also train communities on leveraging additional resources, complying with federal requirements, and sustaining projects past ANA funding. ANA expects the Center to use innovative and user-friendly solutions for providing TTA in both virtual and in-person formats. The Center will also focus on collecting data to better understand how beneficiaries interact with ANA"s TTA and how to improve the success of funded projects. The project will have a 36-month project period with three 12-month budget periods.
