U.S. Embassy Jakarta Media Small Grants Competition

1. Project Background, Goals, and Objectives With over 270 million people and one of the world’s largest social media user bases, Indonesia’s citizens consume media content from a wide array of traditional and digital sources. Journalists and media professionals capable of reporting accurately and comprehensively on critical issues – including democratic governance, economic development, emerging technologies, and more – as well as those with an understanding of the critical role the free press plays in strengthening democratic governance and information integrity advances America’s foreign policy priorities of protecting freedom of speech, digital freedom, and strengthening regional security. For purposes of this solicitation, activities that involve identifying false or misleading information should focus on objectively verifiable factual claims, coordinated information manipulation, or manipulated digital media (including deepfakes and coordinated inauthentic behavior). Applicant should not classify policy disagreements, political viewpoints, or criticism of governments as misinformation or disinformation solely because they differ from official positions. The U.S. Embassy Jakarta seeks to support capacity-building programs for Indonesians with a focus on journalism, with priority consideration for projects in Sumatra, West Java, Kalimantan, and Papua. Proposed projects should focus on one or more of the following themes: • Press freedom • Digital freedom • Data-driven journalism • Facts-based journalism / countering propaganda • Investigative journalism (including promoting transparency and accountability in government) • AI in journalism Project Audience(s): • Journalists in the priority regions of Sumatra, West Java, Kalimantan, and Papua; • University students who are majoring in journalism, mass communications, political governance; or similar topics; • Community organizations focused on press freedom, digital freedom, promoting transparency and accountability, and the role of emerging technology in these areas. Project Goal: Advance America’s foreign policy priorities of protecting freedom of speech, digital freedom, and strengthening regional security in the Indo-Pacific region by: • Further transmit skills and knowledge delivered to past and current participants of U.S. government-sponsored exchange focused on press freedom, digital freedom, data-driven and fact-based investigative journalism. • Strengthen Indonesia’s national and subnational networks of Indonesian journalists, media organizations, student groups, and community organizations interested in advancing press freedom, digital freedom, data-driven and fact-based investigative journalism, and raising public awareness on these subjects. Project Objectives: The project objectives are the specific and measurable results PDS aims to achieve through this project. They describe necessary and pre-requisite changes required to move closer to achieving the project goal. • Objective 1 – Engage a minimum of 200 Indonesian journalists, student journalists, and community organization members across Indonesian provinces in at least one of the following areas: press freedom, digital freedom, data-driven journalism, investigative journalism, or AI in journalism through structured training or capacity-building activities. At least 70 percent of participants will demonstrate the ability to apply at least one new skill or methodology. Content will not characterize policy disagreement as misinformation or disinformation. • Objective 2 – Production and dissemination at least 40 pieces of public-facing content from the participants, including their articles and social media contents on press freedom, digital freedom, or fact-based journalism, reaching a combined audience of at least 5 million individuals, as tracked through media and social media monitoring, including technical methods to detect inauthentic and deepfake content. • Objective 3 – Strengthen the U.S. Embassy’s networks with Indonesian journalists, student groups, and community organizations focused on press freedom and information integrity by engaging at least 10 organizations or groups in Sumatra, West Java, Kalimantan, and/or Papua by the end of the project period. Proposed projects must take place in Indonesia. Applicants are encouraged to propose projects taking place in the Sumatra, West Java, Kalimantan, and Papua areas. Priority may be given to projects organized in these regions. Projects that are not typically funded include: • Paying to complete activities that began with other funds • Citizen exchange programs with foreign countries that do not have an U.S. angle • Projects that include international travel • Political party activities or projects inherently political in nature • Projects that support specific religious activities • Social welfare projects 2. Substantial Involvement This award will be issued as a grant. No substantial involvement by the Embassy is anticipated; however, recipients will work closely with the U.S. Embassy throughout the project period and keep the Embassy informed of any changes to the scope, duration, or budget of the project. The Recipient shall ensure that any fact-checking, verification, or information integrity activities supported under this award rely on objectively verifiable evidence and recognized investigative methodologies, including technical approaches for identifying manipulated or AI-generated content. The Recipient shall not characterize policy disagreement or differing political viewpoints as misinformation or disinformation solely because they differ from U.S. Government or other political positions.

Overview: The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications addressing cybercrime and cyber-enabled crimes. Projects should focus on combating cyber intrusions, online fraud, online-facilitated drug trafficking, digital piracy, and the criminal misuse of cryptocurrency and virtual assets to carry out projects to combat cybercrime and cyber-enabled crimes harming American communities and businesses, specifically focusing on cyber intrusions, online fraud, online-facilitated drug trafficking, digital piracy, and the criminal misuse of cryptocurrency and virtual assets. These crimes represent a rapidly evolving, cross-border threat that directly undermines U.S. national and economic security and harms an estimated one in four American households according to a 2018 Gallup survey. Criminals increasingly exploit the pseudonymous and borderless nature of virtual assets to launder proceeds, evade law enforcement, and victimize Americans at scale across all of these typologies. These trends have produced large-scale financial losses and growing harm to Americans, prompting President Trump's March 2026 Executive Order to strengthen efforts against cybercrime targeting U.S. families, businesses, and critical infrastructure.

Advancing Sports Diplomacy Through Adaptive Sports

The U.S. Department of State's U.S. Embassy Kyiv announces an open competition to implement a program to build Ukraine’s capacity to support wounded veterans through adaptive sports by leveraging American leadership, innovation, and expertise in sport. Capitalizing on President Trump's announcement of the Decade of Sports (2024–2034) and the United States' role as host of global sporting events – including the 2026 FIFA World Cup and the 2028 Olympic Games – this award harnesses the unifying power of American sport to advance rehabilitation, strengthen partnerships, and project American leadership. By strengthening institutional capacity to deliver long-term sports programs nationwide, the program will ultimately rehabilitate and reintegrate veterans living across Ukraine. Veterans will emerge with tools and networks needed to drive Ukraine's recovery solidifying the United States’ role as a leader in Ukraine. The successful program will deliver results through activities such as specialized athletic clinics, sports-focused English language programming, and/or adaptive sports tournaments. By demonstrating the benefits of American athletic models, the project will expand the reach of adaptive sports as a tool for rehabilitation and strengthen U.S.-Ukraine cooperation.

The OVW State and Territory Domestic Violence and Sexual Assault Coalitions Program (Coalitions Program) supports the critical work of state and territory domestic violence and sexual assault coalitions and is a set-aside program under the OVW STOP Violence Against Women Formula Grant Program statute. These organizations play an important role in advancing the goal of ending domestic violence, dating violence, sexual assault, and stalking. The U.S. Department of State’s Embassy Amman ann ounces an open competition to implement a program titled Reel American: The Road to the Olympic Rings. Reel American is a 21-month public diplomacy film program designed to showcase American excellence in sports and build excitement ahead of the 2028 Olympic and Paralympic Games in Los Angeles. Beginning in October 2026 and continuing through June 2028, the program will host one film screening per month, showcasing classic American sports films that highlight the nation's rich athletic history and tradition of competitive excellence. The program targets 1,000 youth participants, ages 16–25, engaging the next generation of global leaders, athletes, and cultural ambassadors at a pivotal moment in their personal and professional development. The U.S. Department of State’s Embassy Amman announces an open competition to design and implement Qissati ma3 America —a digital storytelling campaign that shares the firsthand experiences of Jordanian alumni of U.S. Department of State-funded exchange programs. Jordan is home to thousands of alumni of U.S. government funded exchange programs — professionals, policymakers, entrepreneurs, educators, athletes, and artists who have lived and studied in the United States. Despite the impact of these programs, alumni stories rarely reach the broader Jordanian public, limiting opportunities to build understanding of American society through firsthand experiences. This initiative will address the gap by transforming alumni perspectives of the United States into a public resource — giving every alumnus the opportunity to share their American story. 3 The recipient will produce a curated collection of at least 50 multimedia stories highlighting American life for Jordanian audiences: its classrooms, campuses, technology culture, sports, and creative industries. Healthy Homes Production Grant Program

The Healthy Homes Production Program (HHP) is part of HUD"s overall Healthy Homes Initiative launched in 1999. The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. The program builds upon HUD"s successful Lead Hazard Control programs to expand the Department"s efforts to address a variety of high-priority environmental health and safety hazards. Applicants receiving a Healthy Homes Production award under this NOFO will be expected to accomplish the following objectives:a. Maximize both the number of vulnerable residents protected from housing-related environmental health and safety hazards and the number of housing units where these hazards are controlled;b. Identify and remediate housing-related health and safety hazards in privately owned, low-income rental and/or owner-occupied housing, especially in units and/or buildings where families with children, older adults 62 years and older, or families with persons with disabilities reside;c. Promote cost-effective and efficient healthy home methods and approaches that can be replicated and sustained;d. Support public education and outreach that furthers the goal of protecting children and other vulnerable populations from housing-related health and safety hazards;e. Build local capacity to operate sustainable programs that will prevent and control housing-related environmental health and safety hazards in low- and very low-income residences, and develop a professional workforce that is trained in healthy homes assessment and principles;f. Promote integration of this grant program with housing rehabilitation, property maintenance, weatherization, healthy homes initiatives, local lead-based paint hazard control programs, health and safety programs, and energy efficiency improvement activities and programs;g. Build and enhance partner resources to develop the most cost-effective methods for identifying and controlling key housing-related environmental health and safety hazards;h. Promote collaboration, data sharing, and targeting between health and housing departments;i. Ensure to the greatest extent feasible that job training, employment, contracting, and other economic opportunities generated by this grant will be directed to low- and very-low-income persons, particularly those who are recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low-income persons in the area in which the project is located. Lead Hazard Reduction Grant Program

The purpose of the Lead Hazard Reduction (LHR) Grant Program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, Native American Tribes, cities, counties/parishes, or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing, which must be target housing.
