Description

The EPFNA (Etablissement public foncier de Nouvelle-Aquitaine) is a public operator of the State serving local authorities to support their territorial development projects. An expert in land matters, it provides its engineering and intervention tools to manage the land aspect of development operations.

The EPFNA is governed by decree n° 2008-645 dated June 30, 2008, modified by decree n° 2017-837 of May 5, 2017.

It serves the territories of 10 departments of Nouvelle-Aquitaine: Charente, Charente-Maritime, Creuse, Corrèze, Dordogne, Deux-Sèvres, Gironde, Haute-Vienne, Vienne and Lot-et-Garonne (excluding the communes of the Agen agglomeration).

Its intervention allows the mobilization of land, built or unbuilt, for the realization of local authority projects, in accordance with article 321-1 of the Urban Planning Code, with the aim of:

  • promoting access to housing, particularly by supporting the production of social housing
  • revitalizing urban centers, maintaining employment in the territories with the aim of territorial cohesion
  • redeveloping brownfields (craft, industrial, residential, ...)
  • preventing natural or technological risks
