Acquire and manage the land necessary for the realization of community projects

A tool at the service of communities and their public policies, the EPF supports its members in defining and implementing land strategies and actions necessary for the development of their territories.

The EPF intervenes in terms of land ownership: it is thus intended to negotiate and acquire, at the request of a commune or an EPCI member, land or real estate, hold them, manage them and then transfer them to the applicant (or a third party designated by the latter) at the opportune moment, when it is ready to carry out its project.

The land ownership technique offers the advantage for the community of temporarily de-budgeting the acquisition costs of the assets necessary for the realization of a development operation over a sufficiently long period, thus allowing it to have said assets at the opportune moment, without immediate financial contribution. This technique allows the community to prepare its project in the best possible conditions. The EPF being the owner of the purchased property, it assumes all the responsibilities and charges of the owner.

The duration of ownership, agreed in advance, can be extended and can be extended to a maximum of 14 years under certain conditions. At any time, the community can request the repurchase of the property depending on the progress of its development project.
