A road accident most often results from the combination of multiple elements related to driver behavior, vehicle condition, and infrastructure quality. While the behavior of those involved is the cause of most road accidents, it is often induced by an inappropriate infrastructure configuration. Action on road infrastructure and public space therefore remains one of the major levers for an approach to improving travel safety.

Safety objectives must be articulated with other objectives of action on the city or on the road network: accessibility, attractiveness, quality of public space, social equity, heritage values, development of soft modes, ... Developments must integrate the increasing mix of public space uses (individual vehicles, public transport, bicycles, pedestrians, motorized two-wheelers, etc.) whose needs and constraints are sometimes divergent, and whose cohabitation can be a source of conflict.
