The Cerema, in financial partnership with the ANCT, offers tailor-made support for local authority projects, in the form of Project Management Assistance missions or rapid expert assessments.

This support can be provided at different project phases:

• Territorial diagnosis and identification of challenges; • Definition of strategic orientations and action plan; • Transition to operational phase; • Evaluation framework.

It covers various areas of Cerema's intervention, including land and sustainable development strategy, mobility, ecological transition and resilience, public buildings, economic and commercial revitalization...

It mobilizes various methodological tools supporting a global vision for project emergence, partnership governance, and a participatory approach.

The engineering service is co-financed with a distribution that varies according to the demographic stratum of the municipality and the inter-municipal cooperation structure (EPCI), and the municipality's financing capacity:

• Coverage is possible by the Anct, with a coverage rate determined by the Anct based on indicators of the local authority's fragility;
