The use of alternative materials as a substitute for natural materials represents a major challenge for construction stakeholders. Road construction, in particular, due to the quantities of material involved, is a prime sector for valorizing alternative materials.

The Energy Transition for Green Growth Law (LTECV) commits the State and local authorities, as project owners for road construction and maintenance, to a reasoned consumption of granular natural resources by promoting reuse and recycling or all other forms of material recovery, within the meaning of European Parliament Directive 2008/98/EC on waste.

The LTECV thus sets ambitious objectives for the State and local authorities for their road construction and maintenance projects:

• the priority for the use of materials from reuse, re-use or recycling of waste in contracts,
• high rates of reuse, re-use or recycling of waste: at least 50% by mass in 2017 and 60% in 2020.
