  • Reduce barriers to entry in chip design and tape-outs
  • Strengthen the overall attractiveness of the semiconductor sector
  • Inspire and empower young people to start and pursue a sustainable career in this field
  • Support the retraining and upskilling of the current workforce to meet emerging technological needs

  • Be a legal entity (public or private organization)
  • Be established in one of the eligible countries:
    • EU Member States (including overseas countries and territories)
    • Non-EU Member States: listed EEA countries and countries associated with the Digital Europe program (
