Be supported in creating a housing and land observatory (OHF)

The Climate and Resilience Law of August 22, 2021, provides for the evolution of former housing observation systems into housing and land observatories (OHF). These observatories must be created no later than three years after the implementation of a PLH. Urban planning agencies are territorial engineering tools that carry out observation missions. The climate law has strengthened their role, as well as that of EPFs, to help communities in setting up these tools.

The housing and land observatories (OHF) are tasked with monitoring the real estate and land markets and identifying available land. This analysis is based on the inventory of buildable brownfields, vacant premises, areas to be densified, areas with challenges and surfaces for elevation, unsealed or eco-developable surfaces and unbuilt spaces necessary for maintaining ecological continuities in urbanized areas, and on an inventory of economic activity zones and on the monitoring of the housing stock (private, social, homeownership, degraded housing).

The observatories must report annually on the number of housing units built on already urbanized areas and on areas open to urbanization.
