Being supported to create a wasteland observatory

Introduced by the Climate and Resilience Law of August 22, 2021, the objective of Net Zero Artificialization (ZAN) aims to reduce urban sprawl as much as possible by limiting, on the one hand, constructions on natural, agricultural or forest areas and, on the other hand, compensating for urbanization by giving greater prominence to nature in urbanized areas.

Wastelands are now perceived as an opportunity to achieve the ZAN objectives, but it is still necessary to know how to identify them and know their characteristics.

Given their characteristics, their location, the context and the dynamics in which they are inscribed, it may be preferable to favor urban renewal operations (housing, industry, data centers, offices...), or on the contrary to de-impermeabilize and re-naturalize them in order to address environmental issues (lack of green spaces, floods, urban heat islands...), to preserve those that have rewilded and now constitute biodiversity reservoirs, or to restore agricultural areas.

Urban planning agencies are territorial engineering tools that carry out observation missions. They have developed significant expertise in identifying wastelands and their potential.
