Promoting major restructuring and thermal renovation of social housing in overseas territories

A fraction of the social rental housing stock in overseas territories is currently unsuited to current needs and requires thermal renovation work, both to combat global warming and to enable tenants to control their charges.

This measure aims to support, through the granting of subsidies to HLM organizations or social integration project owners engaged in a major renovation approach in overseas territories with a strong social dimension:

• The major restructuring of existing dilapidated and unsuitable social housing, to create an offer more suited to needs, coupled with thermal renovation;
• Access for people with reduced mobility;
• Controlled rent amounts.

The credits for this recovery plan action are recorded in a regional recovery agreement signed between the State and the regional council.

Funding rules:

• Recovery plan subsidies are granted in compliance with SALLS regulations.
• Eligible operations are entitled to a subsidy that can be increased to 40% of the estimated cost of the work.
• The amount of the subsidy is capped at 20,000€ per dwelling.
