Funding actions to improve the quality of service provided to people supported in home autonomy services (SAD)

Nature of the aid

Beyond the impetus given by the Department, to promote home care for vulnerable people, Article 44 of the 2022 Social Security Financing Law provides for a overhaul of the funding model for home autonomy services, aiming to improve their solvency conditions and service quality. This overhaul includes the establishment of a complementary endowment, provided for in 3° of I of Article L. 314-2-1 of the Social Action and Families Code (CASF), aiming to finance actions improving the quality of service provided to the supported person.

This endowment concerns hours worked under the personalized autonomy allowance (APA) and hours related to the disability compensation benefit (PCH). Funding is fully provided by a contribution from the national solidarity fund for autonomy (CNSA). The maximum financial support from the CNSA is calculated based on the number of APA and PCH hours of the Department multiplied by the rate mentioned in decree n°2022-735 of April 28, 2022 relating to the financing of services offering home care and support services.
