Investing in energy efficiency and renewable energy in innovative buildings and urban transport - ELENA

The ELENA facility provides technical assistance for investments in energy efficiency and renewable energy in innovative buildings and urban transport.

Activities that can be supported by ELENA grants include:

• technical studies, energy audits
• business plans and financial advice
• legal advice
• preparation of tender procedures
• project aggregation
• project management

ELENA generally supports investment programmes above EUR 30 million, with a three-year implementation period for energy efficiency (including for residential projects) and a four-year period for urban transport and mobility.

ELENA provides assistance to three different sectors, hence the existence of three distinct envelopes:

1) Energy efficiency

ELENA supports the development of projects that improve energy efficiency and promote the use of renewable energy in buildings.
