o Provide the region with trained business leaders and employees
o Strengthen local engineering in terms of aid to businesses in the context of development, creation, transfer, or takeover of businesses

- Develop adapted and resilient tools, services, and actions:
o Enable businesses to anticipate socio-economic changes
o Strengthen the image of commercial activities and local know-how

- Encourage innovation:
o Support the development and consolidation of ESS associations and businesses
o Encourage entrepreneurship among young people under 30
- Create and maintain employment:
o Create and maintain non-relocatable employment
