The Biosensing program is part of the Engineering Biology and Health cluster, which also includes 1) the Biophotonics program; 2) the Cellular and Biochemical Engineering program; 3) the Disability and Rehabilitation Engineering program; and 4) the Engineering of Biomedical Systems program. The Biosensing program supports fundamental engineering research in the monitoring, identification and/or quantification of biological analytes and phenomena using innovations that exist at the intersection of engineering, life sciences, and information technology. Projects submitted to the program must advance both engineering and life sciences. The Biosensing program encourages proposals that, in addition to advancing biosensing technology, address critical sensor needs in biomedical research, public health, food safety, agriculture, forensics, environmental protection, and homeland security. Proposals are especially encouraged in areas of critical need: sensing technologies that can enable monitoring and surveillance of the environment and/or individuals for novel infectious agents; platform technologies that can readily be modified as soon as new agents are detected, sequenced, and/or otherwise characterized to enable rapid deployment of sensors in clinics and the environment; and adaptive and/or multiplex sensing technologies that can help the nation prevent the spread of the next global pandemic. Major areas of interest for the program include: Novel signal transduction principles and mechanisms that enable sensitive and specific biosensors, suitable for measurements in multiple areas; Design of novel biorecognition elements and appropriately designed transducing systems to enable adaptable and/or reconfigurable operating parameters in response to environmental changes or application needs at levels of device, system, or data analysis; Development of adaptive and/or evolvable biosensing systems for detection of novel target analytes or analytes under novel conditions; Novel synthetic biology approaches for the development of cell-free and cell-based biosensors; and Combining biosensors with artificial intelligence (AI) methods to improve sensor specificity and response time. Innovative ideas outside of the above specific interest areas may be considered. However, prior to submission, it is recommended that the PI contact the program director to avoid the possibility of the proposal being returned without review. The Biosensors program does not encourage proposals addressing circuit design for signal processing and amplification, computational modeling, and microfluidics for sample separation and filtration. Medical imaging-based measurements are outside of the scope of the program interests. Proposals that rely heavily on descriptive approaches are given lower priority. Proposals for optimizing and/or utilizing established methods for specific applications should be directed to programs focused on the application of sensor technology. NOTE: Projects related to water and/or soil quality may be jointly supported with the Environmental Engineering program (CBET 1440). Photonic devices with medical imaging and/or optogenetics should be submitted to the Biophotonics program (CBET 7236). Applications of devices for tissue engineering or organ-on-chip systems should be submitted to the Engineering of Biomedical Systems program (CBET 5345). Basic chemical/biochemical sensing mechanisms should be submitted to the Chemical Measurement and Imaging program (CMI 6880) in the Division of Chemistry. Proposals for dynamic biosensing systems, including circuit design for signal/data processing and amplification, and sensing systems through communication and machine learning should be submitted to the Communications, Circuits, and Sensing-Systems program (CCSS 7564) in the Division of Electrical, Communications, and Cyber Systems. INFORMATION COMMON TO MOST CBET PROGRAMS Proposals should address the novelty and/or potentially transformative nature of the proposed work compared to previous work in the field.Also, it is important to address why the proposed work is important in terms of engineering science, as well as to also project the potential impact on society and/or industry of success in the research.The novelty or potentially transformative nature of the research should be included, as a minimum, in the Project Summary of each proposal. The duration of unsolicited proposal awards in CBET is generally up to three years. Single-investigator award budgets typically include support for one graduate student (or equivalent) and up to one month of PI time per year(awards for multiple investigator projects are typically larger). Proposal budgets that are much larger than typical should be discussed with the program director prior to submission. The Environmental Engineering program is part of the Environmental Engineering and Sustainability cluster, which also includes 1) the Nanoscale Interactions program; and 2) the Environmental Sustainability program. Environmental engineering is an interdisciplinary field that applies chemical, biological, and physical scientific principles to protect human and ecological health. The goal of the Environmental Engineering program is tosupport potentially transformative fundamental research that applies scientific and engineering principles to 1) prevent, minimize, or re-use solid, liquid, and gaseous discharges of pollution to soil, water, and air by closing resource loops or through other measures; 2) mitigate the ecological and human-health impacts of such releases by smart/adaptive/reactive amendments or manipulation of the environment, and 3) remediate polluted environments through engineered chemical, biological, and/or geo-physical processes. Integral to achieving these goals is a fundamental understanding of the transport and biogeochemical reactivity of pollutants in the environment. Therefore, research on environmental micro/biology, environmental chemistry, and environmental geophysics may be relevant providing the research has a clear objective of protecting human and ecological health. Major areas of interest include (but are not limited to): Building afuture without pollution or waste: Investigation of innovative biogeochemical processes that prevent or minimize the production of waste; waste valorization and other research that will lead to new technologies toextract resources from waste streams to close the resource loop. Sustainable supply and protection ofwater: Investigation of innovative biogeochemical processesthat remove, biologically or chemically transform, and/or prevent therelease of contaminants in surface and groundwater; innovative processesfor recovery of water, nutrients, and other resources from wastewater,saline water, or brines; innovative approaches to smart and adaptive management of surface water, groundwater, and urban watersheds and storm water to maintain/improve quality and prevent downstream impacts from nutrients and other water constituents. Environmentalchemistry, fate, and transport of nutrients and contaminants of emergingconcern in air, water, soils, and sediments:Investigation of transport and biogeochemical reactivity in theenvironment; environmental forensics to identify sources and reaction pathways; field- and laboratory scale experimental research that bridgesgaps between data and predictions from molecular, continuum, and field-scale modeling. Environmentalengineering of the built environment: Research to understand the biogeochemical reactivity of the builtenvironment with the goal of enhancing and improving human and ecological health; research that will lead to new technologies to improve outdoor and indoor air quality; research to understand how drinking water and wastewater chemical characteristics and microbial community structure impact or are affected by water quality and human health. NOTE: Proposals with a scientific focus on chemical or physical separation processes (for example, materials or processes for reverse osmosis, membrane distillation, and hypo-filtration) should be submitted to the Interfacial Engineering program (CBET 1417). Proposals that seek to advance fundamental and quantitative understanding of the behaviors of nanomaterials and nanosystems should be submitted to the Nanoscale Interactions program (CBET 1179). Proposals focused on in vitro molecular-level environmental chemistry research should be submitted to Environmental Chemical Sciences program (CHE-ECS 6882). Proposals focusing on industrial ecology, green engineering, and ecological/earth systems engineering should be submitted to the Environmental Sustainability program (CBET 7643). Proposals whose main research focus is on materials development, sensors, or environmental monitoring that do not seek to understand biogeochemical reactivity mechanisms or treatment efficiency are not encouraged and may be returned without review. La Région accompagne les gestionnaires de voirie/zone qui améliorent, par des aménagements, le stationnement ou les dessertes logistiques près de routes d'intérêt régional. Pour quel type de projet ? construction ou modernisation d'infrastructures d'accès à des zones accueillant des activités logistiques, création ou sécurisation de places de stationnement destinées aux poids lourds à proximité immédiate du réseau routier d'intérêt régional ou d'une zone accueillant des activités logistiques, installation d'équipements de voirie permettant le développement des systèmes de transport intelligents et coopératifs pour améliorer la connaissance des flux logistiques existants et anticiper l'utilisation de véhicules autonomes et connectés pour le transport de marchandises. Quelle est la nature de l'aide ? Jusqu'à 50 % des dépenses éligibles, plafonnées selon les cas à : 800 000 euros (ou 1 million d'euros si la zone desservie comporte une station GNV) pour les infrastructures d'accès aux zones logistiques, 8 000 euros par place de stationnement poids lourd, 500 000 euros pour les équipements C-ITS. La Région accompagne les démonstrateurs ou projets pilotes élaborés dans une logique partenariale qui permettent d'inscrire la logistique dans les stratégies de développement des collectivités. Pour quel type de projet ? Axes de développement possibles : prise en compte de la logistique dans l'aménagement urbain ou les grands chantiers, adaptation de l'espace public aux besoins de la logistique, création d'équipements complétant l'offre logistique locale, valorisation/adaptation d'équipements et sites logistiques existants, mutualisation/rationalisation des flux au plan intercommunal, adaptation des outils réglementaires et gestion intelligente des livraisons, intégration dans les outils de planification, utilisation des modes actifs, des véhicules propres, autonomes et/ou connectés, développement des circuits courts, création/développement d'outils d'analyse des flux de marchandises. Quelle est la nature de l'aide ? Jusqu'à 50 % des dépenses éligibles plafonnées à 1 million d'euros. À noter Les projets seront appréciés en fonction de : leur intégration dans une stratégie de développement local, l'intérêt en termes de retombées économiques, l'intérêt en termes d'impact environnemental, leur degré d'innovation, incluant la mise à disposition ouverte des données produites, la qualité de la gouvernance du projet et du dispositif d'évaluation proposé. Les projets répondant aux priorités des programmes européens et pouvant s'inscrire dans un appel à projets de la Commission européenne ou de ses agences seront valorisés. Quelles démarches ? Préserver et restaurer le patrimoine non protégé

Par ce dispositif, la région Grand Est décide de préserver et restaurer le patrimoine architectural non protégé et les édifices inscrit au titre des Monuments Historiques (IMH), encourager la transmission des métiers et savoir-faire et la création d'emplois, et mobiliser le mécénat populaire de proximité en faveur du patrimoine bâti par le partenariat avec la Fondation du Patrimoine ou tout autre organisme ou association en charge du mécénat populaire en faveur du patrimoine. Projets éligibles : Le patrimoine bâti non protégé : Public : cultuel, domestique, industriel, militaire, édicules (lavoir, croix de chemin, fontaine, etc.), ouvrages liés à l'eau (à l'exception des ponts postérieurs à 1789) Privé : demeure, moulin, ferme, château, édicules, industriel etc. Le patrimoine bâti Inscrit au titre des Monuments Historiques (IMH) : Public : cultuel, domestique, édicules (lavoir, croix de chemin, fontaine, etc.), ouvrages liés à l'eau (à l'exception des ponts postérieurs à 1789), etc. Privé : demeure, moulin, ferme, château, édicules, etc. Dépenses éligibles : Les travaux de restauration portant sur le clos, le couvert et le décor porté (ferronneries, mosaïques, peintures murales, etc.). Les travaux pouvant présenter un caractère d'urgence et de mise en sécurité. La date de réception par la Région Grand Est de la lettre d'intention doit être antérieure à la date de démarrage de l'opération.
Mener des actions de mutualisation des opérations d'inventaire général du patrimoine culturel

Par ce dispositif, la Région Grand Est décide de renforcer la connaissance et la reconnaissance du patrimoine culturel régional, matériel et immatériel, par la réalisation de programmes de recherche et par la mutualisation des moyens en aidant : les opérations réalisées par ou avec des partenaires qui s'engagent par convention à respecter les normes de l'Inventaire général. Ces opérations peuvent être des recensements (cf. définition dans « Principes, méthodes et conduites »), des diagnostics (définition en cours), des inventaires topographiques ou thématiques, avec ou sans dépouillement d'archives ; la professionnalisation des personnes en charge de l'identification et de la connaissance du patrimoine sur le territoire, afin de créer un maillage de professionnels aptes à intégrer les préoccupations patrimoniales dans la politique d'aménagement du territoire ; la diffusion du résultat de l'étude au cours de sa réalisation puis à son achèvement sur tout support et pour tout public.
Entwicklung des zweisprachigen Französisch-Deutsch-Unterrichts

Ziele: Mit dieser Maßnahme beschließt die Region Grand Est, die Entwicklung des paritätischen zweisprachigen Französisch-Deutsch-Unterrichts zu unterstützen, der auf frühkindlichem Lernen basiert, sowohl im öffentlichen als auch im assoziativen Sektor. Art und Höhe der Beihilfe: Die Beihilfe erfolgt in Form eines Zuschusses. Unterstützung für die Ausstattung paritätischer öffentlicher zweisprachiger Klassen, die im RPI-Modus funktionieren: Investitionsbereich. Pauschalbetrag: einmalige Beihilfe von 7.700 € für die Eröffnung der ersten Klasse in einer der Mitgliedsgemeinden des RPI, Beihilfe von 4.600 € pro zusätzlicher Klasse, die im RPI eröffnet wird. Betriebshilfe für assoziative und private zweisprachige Klassen, die keinen Assoziationsvertrag mit dem Staat haben: Betriebsabschnitt. Pauschalbetrag: Beihilfe von 20.000 € pro paritätischer zweisprachiger Klasse ohne Assoziationsvertrag.
Bénéficier d'un soutien suite à des catastrophes naturelles

Objectif : Aider les communes à entreprendre les travaux de réparation des dégâts causés par des catastorphes naturelles exceptionnelles, reconnues par arrêté interministériel sur les installations ou équipements publics. Projets et dépenses éligibles : Dégâts causés par les catastrophes naturelles sur le domaine et les bâtiments publics. Travaux réalisés par des entreprises, achat de matériaux/fournitures. Une aide par commune et par événement exceptionnel reconnu par l'arrêté de catastrophe naturelle. A titre dérogatoire et pour des sinistres d'ampleur exceptionnelle l'aide régionale pourra être déplafonnée. Pour la mise en œuvre de ce dispositif, un fonds d'intervention est spécialement constitué intitulé « fonds exceptionnel d'aide aux communes touchées par des catastrophes naturelles », dans la limite de 1M€ par an. Ce dispositif est complémentaire aux différentes aides existant en faveur des communes et notamment de celui en faveur des investissements des communes rurales. Les dossiers seront reçus au fil de l'eau. Toute demande doit faire l'objet d'une lettre d'intention et du dépôt d'un dossier de demande d'aide (à télécharger) comprenant : L'arrêté de classement en catastrophe naturelle, Un estimatif – devis – des travaux de réfection envisagés, Un plan de financement global mentionnant la prise en charge des assurances.

En Grand Est, on compte 131 musées labellisés « musée de France ». Structures essentielles dans la diffusion des œuvres d'art, de l'histoire et des traditions en région, les musées contribuent à des missions scientifiques, culturelles, pédagogiques et touristiques. Après adoption de leur projet scientifique et culturel, certains d'entre eux veulent engager des travaux de modernisation et de conservation, de mise en réserves, à partir de programmes de rénovation ou de constructions neuves. Par ce dispositif, la Région Grand Est décide d'accompagner les porteurs de projets défendant : l'excellence en matière de muséographie, incluant des outils pédagogiques utilisant les technologies du numérique, la qualité de la conservation, pouvant inclure un programme de construction de réserves, une intégration dans les enjeux de développement local, ex : économie, tourisme, emplois, une ambition de rayonnement de leur collection en région, en France et en Europe. Projets éligibles : les projets de construction ou de rénovation de musées labellisés « musée de France », les projets de réserves aux normes contemporaines de conservation en lien avec des projets de construction ou de rénovation de musée, les projets muséographiques et scénographiques en lien avec un projet de construction ou de rénovation de musée. Les projets s'inscrivent dans une réflexion par rapport à l'offre muséale et patrimoniale du Grand Est et dans un projet de développement territorial. Méthode de sélection : le projet doit obtenir l'agrément préalable des services compétents de l'État, y compris en cas de construction ou de rénovation de réserves, le projet doit s'appuyer sur un projet scientifique et culturel validé par le service des Musées de France, un projet portant sur les réserves n'est pris en considération que s'il s'inscrit dans un projet muséographique plus important. Les investissements liés au développement des espaces d'expositions temporaires sont privilégiés afin de favoriser l'attractivité du musée. En vue de privilégier les projets à caractère réellement structurant, le montant minimum de l'investissement envisagé doit être de 150 000 € H.T. La date de réception par la Région Grand Est de la lettre d'intention doit être antérieure à celle du début des travaux.

Par ce dispositif, la Région Grand Est décide de soutenir les évènements de forte envergure dont l'impact touristique est avéré. Il s'agit donc de faire converger la stratégie en matière d'événements et la stratégie relative au tourisme pour promouvoir la croissance du secteur touristique. Ces évènements auront deux priorités : Ils devront contribuer à renforcer l'identité et l'image des destinations et des thématiques signatures. Ils devront générer une économie directe et indirecte en faveur du territoire qui sera évaluée chaque année dans le cadre d'études de retombées. Montant de l'aide : Taux maxi : 20 % (sauf exception entrant dans le cadre d'autres régimes exemptés et contributions statutaires et événements identifiés comme étant phare dans le cadre des pactes de destination). Le montant des subventions pouvant être accordées par le Conseil régional Grand Est est modulé en fonction de l'intérêt du projet et du plan prévisionnel de l'opération. Le maître d'ouvrage apportera un autofinancement égal, au minimum, à 20 % du montant global de l'opération (hors régimes exemptés). Le soutien du Conseil régional sur ses fonds propres pourra être complété par la mobilisation de crédits FEDER ou FEADER. Seuls les dossiers répondant aux conditions et obligations du Programme Opérationnel ou du PDR du territoire concerné, et plus généralement aux règlements communautaires encadrant la gestion des fonds structurels seront instruits au titre des fonds FEDER ou FEADER.

Par ce dispositif, la Région Grand Est décide de soutenir une offre innovante et différenciante autour de l'hébergement insolite. Il s'agit de soutenir les projets de création d'hébergements insolites de qualité (structures pérennes, exclusion des tipis, yourtes et bulles démontables, etc.). Les objectifs du dispositif sont plus particulièrement de soutenir les projets au regard des priorités stratégiques suivantes : renforcement d'une image régionale de qualité, de modernité et porteuse d'innovation et de différenciation ; développement d'investissements et de pratiques de développement durable. Remarque : Obligation d'implanter 3 unités au minimum en cas de création ex-nihilo (pour des programmes d'extension de site existant, le nombre d'unités minimum créées pourra être étudié selon la qualité du projet, la notoriété du site, etc.). Une période de franchise de 2 ans est appliquée avant toute nouvelle demande de subvention dès lors que le plafond d'aides a été perçu. Art und Höhe der Förderung: Jährlich gewährter Zuschuss in Abhängigkeit vom Projekt und dem voraussichtlichen Finanzierungsplan. Das Projekt muss im Laufe des Kalenderjahres, für das die regionale Förderung gewährt wird, realisiert werden.

Par ce dispositif, le Région Grand Est décide de donner aux territoires ruraux des moyens d'animation et de mise en réseau des acteurs publics et privés afin de : connecter ou mutualiser les projets pour développer des services, des activités et des emplois, valoriser les partenariats locaux, décliner les politiques régionales à l'échelle des territoires faire émerger des projets structurants et articulés entre eux : prise en compte la trame verte et bleue dans les projets des communes et des EPCI, favoriser la transition énergétique, développer l'artisanat local Bénéficiaires : Les pôles d'équilibre territorial et rural, les syndicats mixtes ou les associations de Pays. Projets éligibles : Postes de chargé(e)s de mission généralistes ou thématiques, hors postes de direction et fonctionnels, secrétariat et finances. Financement de deux postes maximum par territoire hors communauté urbaine et métropole, et d'un poste pour les territoires comprenant une communauté d'agglomération. Une bonification au titre du Pacte pour la ruralité est prévue. Le cofinancement d'un poste financé au titre du Gal Leader est exclu ; celui d'un poste financé par l'État au titre d'un contrat de ruralité est possible dans la limite totale de 80% du coût chargé. Ces missions doivent favoriser la prise en compte des politiques sectorielles de la Région en lien avec les contrats de ruralité de l'État ; elles contribueront à la mise en œuvre du dispositif régional en faveur des EPCI par une mise en cohérence des projets entre eux et au regard des orientations des documents stratégiques et de planification, ex : SRADDET, SCOT, projet de territoire. Objectifs : soutenir les lieux permanents professionnels et les projets annuels structurants des arts visuels, ancrés localement et de rayonnement régional, jouant un rôle majeur en matière de création, de diffusion et de dynamique culturelle territoriale, réduire les inégalités territoriales d'accès à la culture, amener les lieux à travailler en réseau et à chercher de nouvelles synergies visant à améliorer les conditions de la création artistique ainsi que l'offre culturelle. Bénéficiaires : Les associations culturelles, les collectivités territoriales et les structures de droit public ou privé installées en région Grand Est. Seules sont concernées les structures dirigées par des professionnels disposant d'une expertise dans la discipline artistique qui est la leur et pouvant justifier de l'appui d'autres partenaires publics pour leur fonctionnement. Nature et montant de l'aide : Subvention accordée annuellement en fonction du projet et du plan de financement prévisionnel de l'opération. La collectivité se réserve la possibilité de proposer pour certaines manifestations structurantes et à fort rayonnement régional de travailler à un projet de convention pluriannuelle.
