The Community Services Block Grant (CSBG) Tribal Capacity Building Training and Technical Assistance (TCBTTA) project intends to support one organization to help build tribal and tribal organization capacity within CSBG. This cooperative agreement addresses a critical gap in CSBG infrastructure: the absence of tailored training and technical assistance for tribal grant recipients. By receiving dedicated resources for capacity‐building, tribes and tribal organizations will be better equipped to administer their CSBG services, strengthen compliance and program performance, and more effectively use CSBG funds to support housing and economic stability initiatives that align with the A Home for Every Child administrative priority.The training and technical assistance (TTA) provided under this NOFO will include best practices in CSBG oversight, support with budgeting, financial reporting, internal controls, compliance with federal grant requirements, the CSBG Tribal Annual Report, and use of data for program improvements. This funding opportunity will support projects that use the Supervisory Practices in Reflective Supervision-Home Visiting (SuPRS-HV) (https://acf.gov/opre/report/measure-manual-supervisor-practices-reflective-supervision-home-visiting-suprs-hv) measure to research and evaluate reflective supervision in early childhood home visiting. These awards will support partnerships with home visiting programs, including at least one funded by the Maternal, Infant, and Early Childhood Home Program (MIECHV) to do one or more of the following: 1) Further how reflective supervision is measured (e.g., explore additional aspects of the validity not explored in the measure development, adapt the measure for supervisees, validate against observational measures); 2) Use SuPRS-HV to understand how reflective supervision practices may affect outcomes (e.g., for home visitors, for home visitor-family relationships, or for families); 3) Develop tools to help home visiting programs use SuPRS-HV to improve practice (e.g., for monitoring performance or quality improvement); and/or 4) Use SuPRS-HV to describe how reflective supervision practices vary (e.g., by communities, staff characteristics, populations served). The Office of Community Services (OCS) intends to fund Community Action Agencies (CAAs) and tribes that received FY25 Community Services Block Grant (CSBG) awards and own affordable housing units. The purpose of the AHSSD is to demonstrate the potential for improving housing stability, economic mobility, and well-being by boosting public welfare and support service enrollment for residents of affordable housing who are American citizens. AHSSD does this by improving the coordination of public and private assistance programs to prevent and reduce dependency among this population cohort. Recipients will offer direct provision of specific public welfare and support services, internal referrals to assistance programs, external referrals to programming offered through other agencies, and/or case management and human-services coordination. 2027 YSEALI ScamShield Regional Workshop

The Public Diplomacy Sections (PDS) of the U.S. Mission to ASEAN and U.S. Embassy Phnom Penh announce an open competition for applications to develop, organize, and oversee the Young Southeast Asian Leader Initiative (YSEALI) ScamShield Regional Workshop in Cambodia. Following the success of the YSEALI CyberSafe workshop in January 2026, this next workshop on countering online scams will reveal how criminal scam groups use illicit financial flows as they victimize Americans and Southeast Asians, and it will teach young leaders to detect, disrupt, and dismantle criminal financial networks. The workshop will gather approximately 60 YSEALI exchange alumni and up to 11 YSEALI CyberSafe alumni mentors from all 11 ASEAN countries for four days of expert panel discussions, site visits, and workshops where they will design action plans for detecting, disrupting, and dismantling the financial flows of scam groups in Southeast Asia. Participants will deploy the skills and network they develop at the workshop, working together across borders to counter criminal scam groups, disrupt illicit financial flows, and help protect the people of Southeast Asia and America. The FY26 Collaborative Reform Initiative (CRI) program funding seeks to provide best practices of law enforcement agencies and the many ways they are protecting Americans, enhance officer safety and wellness, build agencies’ capacity for self-improvement and effectiveness, and promote community policing practices nationwide. This funding opportunity has two program subcategories of which applicants may apply for funding: Category 1: Collaborative Reform Initiative Technical Assistance Center (CRI-TAC). Since 2017, CRI-TAC has provided a wide array of TA services using a “by the field, for the field” approach. The CRI-TAC process is agency-driven and offers customizable, short-term technical assistance on more than 60 topics. Category 2: Collaborative Reform Initiative Critical Response. The Critical Response program is designed to provide targeted TA to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need. Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The RCPP promotes the coordination of NRCS conservation activities with partners that offer value-added contributions to expand our ability to address on-farm, watershed, and regional natural resource concerns. Through the RCPP, NRCS seeks to co-invest with partners to implement projects that provide solutions to conservation challenges thereby measurably improving the resource concerns they seek to address. RCPP promotes collaboration with partners, stakeholders, and various communities, which is paramount to achieving equity in NRCS programs and services. Partners use this notice to propose projects that improve natural resources in one or more states or focus on priority concerns in NRCS-designated Critical Conservation Areas (CCAs). NRCS works with these partners to plan and carry out projects on farms, ranches and private forest land. Through the program, NRCS can provide funding to support both partners and producers. Proposals are selected through a competitive process based on their impact, the partner’s contributions, and how well the partnership is managed. Up to $310 million is available for RCPP projects through this announcement and the FY 2026 AFA announcement using the Working Families Tax Cut Act, Public Law 119-21 funding. Proposals are accepted from all 50 States, the Caribbean Area (Puerto Rico and the U.S. Virgin Islands), and U.S. territories in the Pacific Island Areas (Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands). Up to $30 million of the total available funding is being made available specifically for NRCS to enter into programmatic partnership agreements with Indian tribes. This set aside will be shared by this announcement and the FY 2026 AFA. Submissions: Proposals must be submitted through the RCPP portal . See section E of this announcement for information on using the RCPP portal to submit proposals. Access to the RCPP portal requires a level 2 eAuthentication credential or a Login.gov credential. Obtaining a new Login.gov credential involves multiple steps and can take several days to complete. Instructions are posted on the How to Apply to RCPP web page listed below. For More Information : Applicants must contact the appropriate State Conservationists and state RCPP coordinators prior to submitting a proposal. NRCS will use a State Conservationist questionnaire to guide the conversations in alignment with program requirements and state level agency needs. Proposals submitted without the benefit of the lead partner meeting with the State Conservationist to discuss how their project can meet agency needs and program requirements through a completed questionnaire risk receiving reduced ranking scores. Without having this meeting, potential partners will not be able to answer one or more of the questions within program rules and NRCS needs.
