Accelerating complex development operations

Sustainable urban planning is embodied in territorial projects integrating the challenges of sobriety, resilience, social and functional diversity, adapted housing supply, accessibility to services and employment, and, more generally, the quality of life of our fellow citizens.

As such, Law n° 2018-1021 on the evolution of housing, planning and digital technology (ELAN) of November 23, 2018 introduced a new form of contract between the State and one or more public establishments or local authorities, the partnership development project (PPA), in order to promote the realization of overall development operations.

The partnership development project (PPA) is a contract between the State, the intercommunality and local actors, in order to encourage in a given territory the realization of one or more complex development operations intended to meet the sustainable development objectives of the territories (articles L.312-1 et seq. of the urban planning code).

In this context, the State pays particular attention to the integration of the project into the territory as well as to meeting the challenges:

• Of land sobriety, in coherence with the trajectory of zero net artificialization (ZAN) set by the “Climate and Resilience” law.
