Set up a photovoltaic solar installation project

The SIEL-Territoire d'énergie Loire was created in 1950 by the communes of the Loire to ensure the good management of their electricity networks. A mixed syndicate, it brings together all the communes of the Loire (323), 24 inter-municipal structures and the Loire Departmental Council. At the request of its members, the syndicate has developed expertise in electrification, public lighting, energy efficiency and digital development. The syndicate's activity is thus based on mandatory skills on behalf of all its members and optional "à la carte" skills chosen by the communities. The SIEL-Territoire d'énergie Loire mobilizes its resources by pooling them to financially support the operations carried out for its members.

As part of an optional competence, two solutions are available to communities to set up their photovoltaic solar installation with the syndicate:

• Transferring skills from the community to the syndicate so that SIEL-Territoire d'énergie Loire ensures the investment and carries out the project instead of the community.
• Calling on the syndicate for technical, administrative and decision-making support when the commune wishes to remain the project owner.
