This synopsis is a generic summary that is posted for each of the many individual "program elements" in NASA’s Research Opportunities in Space and Earth Sciences (ROSES) – 2025 solicitation. For example, if one were interested in the Solar System Science program (NNH25ZDA001N-SCUBED) one would follow the link to the NSPIRES page for that program element and then to read the text of the call one would click on “C.2 Solar System Science (.pdf)” to download the text of the call. If one wanted to set it into the context of the goals, objectives and know the default rules for all elements within Appendix C, the planetary science division, one might download and read “ C.1 Planetary Science Research Program Overview (.pdf) ” from that same page. While the letters and numbers are different for each element within ROSES (A.10, B.3, etc.) the basic configuration is always the same, e.g., the letter indicates the Science Division (A is Earth Science, B is Heliophysics etc.) and whatever the letter, #1 is always the division overview. In 2025, most program elements will be set up for application via Grants.gov only if requested at least 30 days in advance of the due date. The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) – 2025 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 21, 2025. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology supported by SMD. Awards will be made as grants, cooperative agreements, or contracts depending on the nature of the work proposed. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. Funded Co-Is at government labs will receive inter- or intra-agency transfers . The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. Tables listing the program elements and due dates (Tables 2 and 3 ), a table that provides a very top level summary of proposal contents ( Table 1 ), and the full text of the ROSES-2025 "Summary of Solicitation", may all be found NSPIRES at https://solicitation.nasaprs.com/ROSES2025 . NOI: PROSPECT Program: Providing Opportunities for Specialized Education in Critical Technologies

The U.S Department of Energy (DOE)’s Office of Critical Minerals and Energy Innovation (CMEI) intends to establish, on behalf of the Analysis and Strategy Office (ASO), the PROSPECT Program—Providing Opportunities for Specialized Education in Critical Technologies—and anticipates investing up to $100 million, subject to the availability of appropriated funds, to strengthen the nation's educational capacity in critical minerals and materials.¿ The activities under this anticipated PROSPECT Program support collaborative approaches that strengthen educational pathways across the entire critical minerals and materials value chain—from mineral resource development and extraction through processing, manufacturing, recycling, and related supply chain activities. Specifically, the planned PROSPECT Program would build on existing investments in critical minerals and materials research, development, demonstration, and deployment by ensuring that the United States has the highly skilled workforce needed to support continued innovation and growth across the domestic supply chain.¿ Through collaboration among academia, industry, national laboratories, and other partners, the program is expected to help develop a durable talent pipeline that strengthens U.S. economic competitiveness, energy security, and national security. This Notice of Intent (NOI) is issued so that interested parties are aware of CMEI’s intention to establish this PROSPECT Program in the near term. Through this solicitation, the Antarctic Sciences Section (ANT) of the Office of Polar Programs (OPP) funds cutting-edge research that: Improves understanding of interactions among the Antarctic region and global systems. Improves understanding of the dynamic linkages among processes operating in the Antarctic and Southern Ocean and linkages to global Earth systems, which helps inform decision making regarding environmental change. Advances fundamental understanding of Earth systems and the biological, geochemical, and physical processes in the Antarctic and Southern Ocean as drivers and responders to changes on a global scale. Expands fundamental knowledge of Antarctic systems, biota, and processes. Utilizes the unique characteristics of the Antarctic region as a science observing platform. Builds capacity and enhances the US workforce for polar-related science. ANT encourages and supports research that combines disciplinary perspectives and approaches from other fields, research that uses existing data and samples, and other research not requiring a physical presence in Antarctica.This may include projects conducted at locations outside Antarctica that serve as analogues of Antarctic sites or systems. Human-Environment and Geographical Sciences Program (HEGS)

The objective of the Human-Environment and Geographical Sciences Program is to support basic scientific research about the nature, causes, consequences, or evolution of the spatial dimensions of human behaviors, activities, and dynamics as well as their interactions with environmental and social processes across a range of scales. Contemporary geographical research encompasses diverse research traditions and methodologies. Recognizing the breadth of the field’s contributions to science, the HEGS Program welcomes proposals for empirically grounded, theoretically engaged, methodologically rigorous, and generalizable research that advances geographical and geospatial sciences. Because the National Science Foundation's mandate is to support fundamental scientific research, the HEGS program cannot fund research that takes as its primary goal humanistic interpretations or findings that are not generalizable or reproducible. HEGS welcomes proposals that utilize quantitative, qualitative, or mixed methods in novel ways. However, a proposal that applies geographical or geospatial methods to a geographic problem without proposing how that problem provides an opportunity to make a theory-testing or theory-expanding contribution to geographical science, broadly defined, will be returned without review. HEGS supported projects are expected to yield results that will enhance, expand, and transform fundamental geographical theory and geospatial methods and that will have broader impacts that benefit society. Generally, successful HEGS proposals should describe clear and detailed plans for data collection (including sample selection if appropriate), justification for proposed methods, plans for data analysis, attention to confounding variables, and efforts to address biases (e.g., confirmatory biases, selection biases, etc.). Competitive HEGS proposals should substantiate the validity of findings and generalizability to broader contexts. It should be noted that HEGS is situated in the Behavioral and Cognitive Sciences Division of the Social, Behavioral and Economic Sciences Directorate at NSF. Therefore, it is critical that research projects submitted to the HEGS program illustrate how the proposed research questions engage human dimensions that are relevant and important to people and societies. A proposal that fails to be responsive to these program expectations will be returned without review.

The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) is one of the thirteen principal federal statistical agencies within the United States. It is responsible for the collection, acquisition, analysis, reporting and dissemination of objective, statistical data related to the science and technology (S&T) enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers and the public. NCSES uses this information to prepare a number of statistical data reports including Women, Minorities and Persons with Disabilities in Science and Engineering and the National Science Board's biennial report, Science and Engineering (S&E) Indicators. The Center would like to enhance its efforts to support analytic and methodological research in support of its surveys as well as promote the education and training of researchers in the use of large-scale nationally representative datasets. NCSES welcomes efforts by the research community to use NCSES or other data to conduct research on the S&T enterprise, develop improved survey methodologies that could benefit NCSES surveys, explore alternate data sources that could supplement NCSES data, create and improve indicators of S&T activities and resources, strengthen methodologies to analyze S&T statistical data, and explore innovative ways to communicate S&T statistics.
