Contexte et descriptif du dispositif 1. Contexte Cet appel à projets s'inscrit dans le cadre du programme LEADER Loire 2023-2027, qui a pour objectif de favoriser la transition vers la sobriété et l'amélioration des conditions de vie dans nos territoires ruraux. Le GAL Loire est constitué de trois destinations touristiques, le Roannais au nord, le Forez au centre et le Pilat au sud, qui partagent des caractéristiques communes : − Elles s’appuient sur un patrimoine riche et l’offre pleine nature y est un marqueur important ; − Elles tendent vers un tourisme quatre saisons durable, respectueux de l’environnement ; − Elles valorisent des offres expérientielles et le slow tourisme ; − Leur clientèle est principalement composée de visiteurs issus des bassins urbains de la région AURA (Lyon, Saint-Etienne, Clermont-Ferrand). Face à cette convergence, des enjeux communs ont donc pu être identifiés tels que : − La diversification du tissu touristique autour de valeurs partagées ; − La montée en gamme de l’offre proposée à la fois par une meilleure structuration de celle-ci et une meilleure valorisation des atouts du territoire ; − L'amélioration de la capacité d’accueil notamment en prenant en compte tous les types de publics (famille, séniors, personnes en situation de handicap, affinitaires, couples jeunes sans enfants, etc.) ; − La nécessité de faire redécouvrir le territoire aux habitants en faisant également des sites touristiques des lieux de vie, de loisirs et de rencontre pour les populations locales. Partant des constats que le territoire du GAL Loire souffre : − D’un déficit en hébergements touristiques « marchands » (hébergements donnant lieu à une rémunération de la prestation entre le loueur et l’hébergeur) et d’une capacité d’accueil réduite (2,5% des lits marchands de la Région Auvergne-Rhône Alpes), − D’un grand nombre d’excursionnistes qui ne séjourne pas sur le territoire faute de proposition, − D’une offre d’hôtellerie de plein air très peu équipée en locatifs (chalets, bungalows, mobil-homes…) : 15% des emplacements (moyenne nationale à 30%), avec un taux de remplissage deux fois supérieur sur les emplacements locatifs par rapport aux emplacements nus. Les objectifs poursuivis par le GAL sont de : − Adapter l’offre d’hébergements − Faire du tourisme un secteur créateur de valeurs − Faire du tourisme un levier de développement économique et de maintien de la population − Garantir une qualité d’accueil − Faire découvrir le territoire à travers les itinérances − Tendre vers une activité touristique vertueuse dans un contexte de transition écologique con-ciliant une fréquentation touristique accrue mais maîtrisée − Inscrire le tourisme local dans les défis écologiques et climatiques La prise en compte des enjeux de transition écologique et énergétique : − Prise en compte de la biodiversité dans les projets d’aménagement touristique − Prise en compte de la sobriété des projets au regard de la consommation des ressources (foncier, eau, énergie…) − Dimension sensibilisation des visiteurs et des usagers − Analyse de l’intégration des effets du changement climatique dans la définition du projet 2. Description du dispositif Au travers du présent appel à projets, le GAL Loire vise à répondre aux manques d’hébergements touristiques constatés sur le territoire et permettre la montée en qualité de l’offre de séjours. Pour cela seront uniquement soutenus les projets de gîtes d’étape ou d’hôtellerie de plein air répondant à un des axes suivants : − Création, rénovation, amélioration, modernisation, développement de l’hébergement y compris les équipements et services complémentaires (salle de jeux/réunion, espace de restauration…) ; − Accessibilité aux publics empêchés ; − Permettant la structuration des itinérances pédestres et cyclables suivantes : GR, GRP, Route des Vins Forez-Roannais, Via Sancti Martini, Véloire, Via Rhôna, Via Fluvia ; − Inscription des établissements dans le tourisme durable. A ce titre seront soutenues, plus précisément, les actions suivantes : − Les opérations d’aménagement et travaux dont les aménagements extérieurs et paysagers, la signalétique et signalisation ; − Les travaux liés à la création de services complémentaires (salle de jeux/réunion, espace de restauration…) ; − Les équipements et travaux de rénovation énergétique ; − Les opérations d’acquisitions de matériels et d’équipement ; − Les opérations d’acquisitions de matériels et d’équipement pour l’installation de locatifs pour l’hôtellerie de plein air : mobil-homes, habitats légers de loisirs type « lodges » ou autres produits insolites ou atypiques ; − La création d’outils et de services numériques (sites internet, plateformes de réservation en ligne). Le critère d’innovation, la qualité du projet, son caractère vertueux et la plus-value LEADER seront appréciés au regard de la grille de sélection. /!\ Sont inéligibles les projets éligibles aux autres dispositifs FEADER régionaux de droit commun ou aux dispositifs européens FEDER/FSE. Se renseigner auprès du GAL. Notamment, sont inéligibles : ® Les projets de développement touristique éligibles au dispositif 7.5.2.5 du FEDER. Sont inéligibles les projets suivants : − La promotion des savoir-faire et la conservation du patrimoine immatériel non liées à une activité touristique (éligible à l’AAP 1.1) ; − La valorisation du patrimoine local, des activités touristiques en améliorant les conditions d’accueil des visiteurs du GAL Loire (éligible à l’AAP 2.1) ; − Les foires et manifestations ; − Les projets concernant les campings et gites à la ferme, les aires de bivouac et les aires de camping-car. 3. Définitions Projet structurant : C’est un projet qui participe à l’attractivité du territoire. Cette notion s’apprécie au regard des critères suivants : - Le projet contribue à l’accroissement du nombre de lits touristiques ; - Le projet favorise l’itinérance en proposant un hébergement à la nuitée ; - Le niveau et la qualité d’accueil participent à l’attractivité du territoire ; - Le projet s’intègre dans la promotion des destinations touristiques ; - Le projet génère ou appuie d’autres activités touristiques. Gîte d’étape : Il s’agit d’un établissement d'hébergement qui offre des lits à la nuitée dans des chambres partagées ainsi que dans des chambres individuelles à des personnes qui n'y élisent pas domicile. Il poursuit une activité lucrative ou non. Il est exploité, par une personne physique ou morale, de manière permanente ou saisonnière a minima 5 mois par an. Il est doté d'espaces collectifs. Hôtellerie de plein air : Les terrains de camping et parcs résidentiels de loisirs sont constitués d’équipements communs et d'emplacements nus ou équipés de l'une des installations suivantes : tentes, caravanes, résidences mobiles de loisirs et habitations légères de loisirs, destinés à la location. Ils font l'objet d'une exploitation permanente ou saisonnière a minima 5 mois par an et accueillent une clientèle qui n'y élit pas domicile.

Cos'è Il Bando Rafforza&Innova promuove il trasferimento tecnologico attraverso la promozione e il consolidamento della collaborazione tra PMI e Organismi di Ricerca (Od R). La misura intende promuovere il trasferimento tecnologico incentivando e consolidando la collaborazione tra PMI e Organismi di ricerca che operano in favore della trasformazione di nuove idee in prodotti e servizi sostenibili dal punto di vista commerciale offrendo alle imprese servizi avanzati in risposta ai loro fabbisogni di ricerca e innovazione. In particolare, gli Organismi di Ricerca (di seguito Od R) sono intesi come entità (ad esempio, università o istituti di ricerca, agenzie incaricate del trasferimento di tecnologia, intermediari dell'innovazione, entità collaborative reali o virtuali orientate alla ricerca) la cui finalità statutaria consiste nello svolgere in maniera indipendente attività di ricerca industriale, di sviluppo sperimentale e/o di trasferimento tecnologico. Inoltre, nel contesto degli Od R sopra definiti, i soggetti privati che svolgono attività di ricerca industriale e/o di sviluppo sperimentale (diversi dalle università, dagli enti di ricerca autorizzati dal Ministero dell’Università e della Ricerca o dal Ministero della Salute) e/o di trasferimento tecnologico devono presentare, in funzione del proprio status giuridico, almeno un socio/fondatore/associato appartenente ad una delle seguenti categorie di stakeholder istituzionali: università, pubbliche amministrazioni, associazioni di categoria, camere di commercio. A chi si rivolge Il bando è rivolto alle piccole e medie imprese. Possono presentare domanda di partecipazione alla misura, le PMI così come definite all’Allegato I del Regolamento (UE) n. 651/2014 e s.m.i. (regolamento GBER) che, al momento della presentazione della domanda di partecipazione al bando attuativo, siano in possesso dei seguenti requisiti: 1. siano regolarmente costituite, iscritte e dichiarate attive nel Registro delle Imprese (come risultante da visura camerale); sono escluse le società semplici che non svolgono attività commerciale; le imprese non residenti nel territorio italiano devono essere costituite secondo le norme del diritto civile e commerciale vigenti nello Stato di residenza e iscritte nell’analogo Registro delle Imprese ove esistenti; 2. abbiano una sede operativa in Lombardia al momento dell’accettazione dell’agevolazione (rilevabile da visura camerale) che benefici delle risultanze del progetto. Cosa prevede Sono ammissibili i progetti di trasferimento tecnologico che prevedano una collaborazione tra PMI beneficiarie e Od R (in qualità di fornitori di servizi avanzati) volti a definire e validare soluzioni tecnologiche innovative tramite lo sviluppo e la realizzazione di: a. un Proof of Concept (Po C) inteso come attività di dimostrazione della fattibilità di un prodotto o di prototipo; b. un prototipo; c. un Minimum Viable Product (MVP) inteso come prodotto pilota, nuovo o da migliorare, da testare e convalidare in un ambiente che riproduce le condizioni operative/aziendali reali che può essere utilizzato per scopi commerciali anche se non rappresenta il prodotto commerciale finale. Sono ammissibili, al netto di IVA, le seguenti tipologie di spesa, sostenute successivamente alla data di adozione della delibera che approva gli elementi essenziali della misura Rafforza&Innova (DGR n. XII/3614 del 16/12/2024), purché funzionali e collegate al progetto di trasferimento tecnologico:a) servizi messi a disposizione dall’Od R alla PMI beneficiaria:a.1 servizi di consulenza di carattere tecnico-scientifico e specialistico (ad es. analisi, progettazione e sviluppo del Po C, del prodotto pilota o del MVP; collaudo e convalida delle soluzioni innovative; certificazione delle soluzioni innovative; prove di laboratorio, attività di testing e sperimentazione; servizi per la prototipazione; sistemi di etichettatura della qualità funzionali all’attività di testing; ecc…);a.2 costi di utilizzo di laboratori in cui effettuare le attività di cui sopra;b) costi per materiali e beni strumentali immateriali nella misura massima del 30% del totale delle spese ammissibili relative alle voci di spesa a) (ad. es. software, licenze d’uso, sfruttamento di brevetti).c) spese di personale dell’impresa beneficiaria, dedicato al progetto: spese di personale nella misura forfettaria del 20% del totale dei costi diretti ammissibili relative alla voce di spesa a) e b) in linea con l’articolo 55 punto 1 del Regolamento (UE) 2021/1060 e s.m.i.;d) costi indiretti, nella misura forfettaria del 7% dei costi diretti ammissibili di cui alla voce a), b), c) in linea con l’art. 54 lett. a del del Regolamento (UE) 2021/1060. I progetti devono avere un importo minimo di investimento pari a 50.000,00 euro e il contributo a fondo perduto (erogato a saldo a conclusione dell'intervento) è fisso e pari a 30.000,00 euro.

Support service and financial aid offered by the Métropole de Lyon, the Eco-heat bonus develops renewable heat in its territory. More renewable energy, less CO2 The Métropole de Lyon's Energy Master Plan highlighted that more than half of the territory's consumption stems from heat needs, which are only marginally covered by Renewable and Recovered Energies (EnR&R). The U.S. Military Academy at West Point's mission is "to educate, train, and inspire the Corps of Cadets so that each graduate is a commissioned leader of character committed to the values of Duty, Honor, Country and prepared for a career of professional excellence and service to the Nation as an officer in the United States Army." The United States Military Academy is located at West Point, New York. USMA executes research to enhance the education of cadets, develop the faculty professionally, and address important issues facing the Army and the Nation. In addition, the Academy conducts research and analysis in emerging fields that may realize novel or vastly improved Army capabilities. At West Point, research is organized and administered through centers and institutes, most of which reside within academic departments. These centers and institutes, affiliated with each other through the Academy Research Council (ARC), coordinated and supported by the Academic Research Division (ARD), provide the infrastructure necessary to tackle the nation’s and the world’s most challenging problems. Our research centers and institutes bring context to the classroom, are central to our vibrant and pioneering faculty, and are one way West Point connects to the Army and to the Nation. Our students are driven, our faculty is world-class, and through our centers, scholars and scientists thrive and produce their best work. Cadets regularly win Best Paper Awards at national and international graduate-level conferences, our faculty hold fellowships and chairmanships in their discipline's national organizations and our products are deployed to the soldier. In addition to applied research, there are centers and institutes at West Point that focus on other aspects of the USMA mission. The USMA BAA identifies topics of interest to the USMA departments, directorates, and research centers and institutes. These groups focus on executing in-house research programs, with a significant emphasis on collaborative research with other organizations. The groups fund a modest amount of extramural research in certain specific areas, and those areas are described in this BAA. The USMA BAA seeks proposals from institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e., large and small businesses) for research based on the following campaigns: Socio-Cultural; Information Technology; Ballistics, Weapons, and Protections; Energy and Sustainability; Materials, Measurements, and Facilities; Unmanned Systems and Space; Human Support Systems; and Artificial Intelligence, Machine Learning, and Quantum Technologies. The far-reaching impact and rate of innovation in the computer and information science and engineering fields has been remarkable, generating economic prosperity and enhancing the quality of life for people throughout the world. More than a decade ago, the National Science Foundation’s (NSF) Directorate for Computer and Information Science and Engineering (CISE) established the Expeditions in Computing (Expeditions) program to build on past successes and provide the CISE research and education community with the opportunity to pursue ambitious, fundamental research agendas that promise to define the future of computing and information. In planning Expeditions projects, investigators are strongly encouraged to come together within or across departments or institutions to combine their creative talents in the identification of compelling, transformative research agendas that look ahead by at least a decade and promise disruptive innovations in computer and information science and engineering for many years to come. Now funded at levels up to $15,000,000 for seven years, Expeditions projects represent some of the largest single investments currently made by the CISE directorate. Together with the Science and Technology Centers and the National Artificial Intelligence Research Institutes that CISE supports, Expeditions projects form the centerpiece of the directorate's center-scale award portfolio. With awards funded at levels that promote the formation of large research teams, CISE recognizes that concurrent research advances in multiple fields or sub-fields are often necessary to stimulate deep and enduring outcomes. The awards made in this program will complement research areas supported by other CISE programs, which target particular computer and information science and engineering fields. Additionally, CISE offers Innovation Transition (InTrans) awards for teams nearing the end of their Expeditions as well as Secure and Trustworthy Cyberspace (SaTC) and Cyber-Physical Systems (CPS) Frontier projects. The goal of InTransis to continue the long-term vision and objectives of CISE’s center-scale projects. Through InTrans awards, CISE will provide limited funds to match industry support.
