The Air Force Office of Scientific Research manages the basic research investment for the Department of the Air Force. Conferences and workshops constitute key forums for research and technology interchange. We provide partial support for conferences and workshops as defined in the DoW Joint Travel Regulations in special areas of science that bring experts together to discuss recent research or educational findings, or to expose other researchers or advanced graduate students to new research and educational techniques in our areas of research interest. Our research interests are described in the most recent version of our general Broad Agency Announcement titled, “Research Interests of the Air Force Office of Scientific Research” posted on Grants.gov. We can only consider funding requests from U.S. institutions of higher education (IHE) or nonprofit organizations as described in 2 CFR 200.1, including foreign public entities and foreign organizations operated primarily for scientific, educational, service, charitable, or similar purposes in the public interest. AGENCY OVERVIEW The Advanced Research Projects Agency – Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358), as further amended by the Energy Act of 2020 (P.L. 116-260): “(A) to enhance the economic and energy security of the United States through the development of energy technologies that— (i) reduce imports of energy from foreign sources; (ii) reduce energy-related emissions, including greenhouse gases; (iii) improve the energy efficiency of all economic sectors; (iv) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (v) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies.” ARPA-E issues this Notice of Funding Opportunity (NOFO) under its authorizing statute codified at 42 U.S.C. § 16538. The NOFO and any cooperative agreements or grants made under this NOFO are subject to 2 C.F.R. Part 200 as supplemented by 2 C.F.R. Part 910. ARPA-E funds research on, and the development of, transformative science and technology solutions to address the energy and environmental missions of the Department. The agency focuses on technologies that can be meaningfully advanced with a modest investment over a defined period of time in order to catalyze the translation from scientific discovery to early-stage technology. Existing energy technologies generally progress on established “learning curves” where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E will provide support at the highest funding level only for submissions with significant technology risk, aggressive timetables, and careful management and mitigation of the associated risks. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive – that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. ARPA-E funds applied research and development (R&D). The Office of Management and Budget defines “applied research” as an “original investigation undertaken in order to acquire new knowledge…directed primarily towards a specific practical aim or objective” and defines “experimental development” as “creative and systematic work, drawing on knowledge gained from research and practical experience, which is directed at producing new products or processes or improving existing products or processes.”0F1 Applicants interested in receiving financial assistance for basic research (defined by the Office of Management and Budget as “experimental or theoretical work undertaken primarily to acquire new knowledge of the underlying foundations of phenomena and observable facts”)1 should contact the DOE’s Office of Science (http://science.energy.gov/). Office of Science national scientific user facilities (http://science.energy.gov/user-facilities/) are open to all researchers, including ARPA-E Applicants and awardees. These facilities provide advanced tools of modern science including accelerators, colliders, supercomputers, light sources and neutron sources, as well as facilities for studying the nanoworld, the environment, and the atmosphere. Projects focused on early-stage R&D for the improvement of technology along defined roadmaps may be more appropriate for support through the DOE applied energy offices including: the Office of Energy Efficiency and Renewable Energy (http://www.eere.energy.gov/), the Office of Fossil Energy and Carbon Management (https://www.energy.gov/fecm/office-fossil-energy-and-carbon-management), the Office of Nuclear Energy (http://www.energy.gov/ne/office-nuclear-energy), and the Office of Electricity (https://www.energy.gov/oe/office-electricity). ARPA-E encourages submissions stemming from ideas that still require proof-of-concept R&D efforts as well as those for which some proof-of-concept demonstration already exists. Submissions can propose a project with the end deliverable being an extremely creative, but partial solution. PROGRAM OVERVIEW The Seeding Critical Advances for Leading Energy technologies with Untapped Potential (SCALEUP) Ready program provides a vital mechanism for the support of innovative energy R&D that complements ARPA-E’s primary focus on early-stage transformational energy technologies that require proof of concept. Technologies that achieve substantial technical advancement under ARPA-E support may still face significant technical and commercial challenges upon completion of an award's funding period, and thus are at risk of being stranded in their development path once ARPA-E funding ends. Experience across ARPA-E’s diverse energy portfolios, and input from a wide range of investors and industry stakeholders, indicate that pre-commercial scaling projects are critical to establish practical performance and cost parameters. These pre-commercial scaling projects aim to 1) translate the performance achieved at bench scale to commercially scalable versions of the technology, 2) integrate the technology with broader systems, 3) provide extended performance data, and 4) validate the manufacturability and reliability of new energy technologies. Successful scaling projects should enable industry stakeholders to justify the substantial commitments of financial resources, personnel, manufacturing facilities, and materials necessary to subsequently deploy the technologies at a commercial scale. SCALEUP Ready seeks to scale the most promising technologies previously funded by ARPA-E. The possibility of ARPA-E-funded technologies becoming stranded along their development pathways leaves substantial intellectual property developed with American taxpayer dollars vulnerable to adoption by foreign competitors, who capture it for continued development and economic benefit overseas. This harms national competitiveness, as U.S. industries often fall behind on the development, scaling, and manufacturing of technologies necessary to compete in rapidly evolving global energy markets. Thus, projects selected for SCALEUP Ready will meet ARPA-E’s statutory goals by “accelerating transformational technological advances in areas that industry by itself is not likely to undertake because of technical and financial uncertainty."

Pancreatic Cancer Detection Consortium: Research Units (U01 Clinical Trial Optional)

Through this Notice of Funding Opportunity (NOFO), NCI solicits applications for the Research Units (RUs), one of the two scientific components of the Pancreatic Cancer Detection Consortium (PCDC), to conduct research on early detection of pancreatic ductal adenocarcinoma (PDAC) and characterization of its precursor lesions to identify patients who are at high risk of progression to cancer. The PCDC will continue to address one of the four research priorities identified in the NCI's 2014 Scientific Framework for Pancreatic Ductal Adenocarcinoma (PDAC). The PCDC will support research for the development and testing of new molecular and imaging biomarkers for detecting PDAC early and for identifying patients at high risk of PDAC (because of genetic factors, family history and/or the presence of precursor lesions) who could be candidates for early intervention. The PCDC-RUs will consist of multi-disciplinary teams and will undertake studies to: identify and test biomarkers measurable in bodily fluids for early detection of PDAC and/or its precursor lesions; develop molecular- and/or imaging-based markers of pancreatic cysts and determine which lesions are likely to progress to cancer; develop molecular- and/or imaging-based approaches for screening populations at high risk of PDAC; use machine learning and computational approaches towards biomarker discovery and/or validation; and conduct biomarker validation studies. The PCDC-RUs will also collect longitudinal biospecimens for building a biorepository. Each PCDC-RU is expected to participate in collaborative activities with other PCDC-RUs and share ideas, biospecimens, and data within the Consortium.
NEI Translational Research Program for Therapeutics (R61/R33 Clinical Trial Not Allowed)

The purpose of NEI's Translational Research program (TRP) is the rapid and efficient translation of innovative laboratory research findings into therapeutics for use by clinicians to treat visual system diseases or disorders. The TRP will support the product development of biological, pharmaceutical, medical device, and/or combination therapies for any disease or disorder of the visual system.The TRP will utilize a bi-phasic, milestone-driven mechanism of award. The R61 phase can be up to two years and will support research that has demonstrated significant preliminary data but has not advanced to the level of clinical translation. The R33 phase can be up to four years and will support research that is in the final states of preclinical development with potential for near-term clinical development. The total duration of both R61 and R33 cannot exceed five years. The R33 is to focus on advancing a single therapeutic candidate through Investigational New Drug or Investigational Device Exemption (IND/IDE) enabling studies, filing an IND/IDE package with the FDA, and designing future clinical trials. R33 recipients must submit or obtain an IND/IDE application to FDA, or must transition the product to clinical practice, within the period of performance. The specific activities appropriate for the R33 phase will depend on the product under study and available preliminary data on the product. Delineation of milestones by the applicant for the R61 and R33 phases is a key characteristic of this program. A milestone is defined as a scheduled event in the project timeline that signifies the completion of a major project stage or activity. This program will support applications that propose a series of milestones including manufacturing and product development goals. Applications that address contingency plans to proactively confront potential delays in meeting the milestones are strongly encouraged. Milestones are required for both phases. Milestones must be specific, measurable, achievable, relevant, and time-bound (SMART). All projects will begin with a R61 phase regardless of therapeutic starting point.

A chi si rivolge I Beneficiari dei contributi previsti dal presente Avviso devono, al momento della presentazione della Domanda: 1. essere PMI Ammesse, vale a dire avere presentato una Manifestazione di interesse ai sensi dell’Invito e avere superato la relativa fase di ammissibilità formale di cui all’art. 7 del medesimo Invito; 2. avere una Sede Operativa nella regione Lazio risultante dal Registro delle Imprese Italiano; 3. possedere i requisiti di ammissibilità stabiliti nell’Appendice 2 dell’Avviso; 4. trovarsi alternativamente in uno dei due casi: (i) aver emesso il Minibond nel contesto dell’operazione Basket Bond Lazio, oppure (ii) avere ricevuto il diniego all’ammissione al portafoglio da parte degli Investitori, pur essendo PMI Ammesse. La Domanda deve essere presentata entro i 90 giorni successivi alla data dell’evento di cui al punto (i) o dalla data in cui l’Arranger comunica l’evento di cui al punto (ii), come precisato all’articolo 3; 5. aver già sostenuto i Costi Ammissibili oggetto del contributo di cui al successivo articolo 3, ferma l’eccezione ivi indicata per i costi di cui alla lettera C (prima certificazione del bilancio). Non è riconosciuto alcun contributo alla PMI Ammessa che rinuncia a partecipare all’operazione Basket Bond Lazio. Cosa prevede Sono Costi Ammissibili: A. il costo sostenuto dalla PMI Beneficiaria per le commissioni spettanti all’Arranger in coerenza con la disciplina contenuta nel Mandato di arranging e quantificate in misura pari al 2,74% dell’importo del Minibond emesso; si precisa che le PMI che presentano domanda avendo ricevuto il diniego degli Investitori all’ammissione al portafoglio pur essendo PMI Ammesse non avranno sostenuto né sosterranno tale costo; B. il costo per l’ottenimento del primo Rating di credito della PMI Beneficiaria rilasciato da una Agenzia di Rating ECAI, a condizione che il rating ottenuto sia pari o superiore a BB- (su scala S&P equivalente) e che l’impresa non disponga già di altri Rating di credito validi. Non sono ammissibili i costi sostenuti per il monitoraggio e il rinnovo periodico del Rating di credito; C. il costo per la prima certificazione del bilancio della PMI Beneficiaria; è ammissibile solo il costo iniziale (una tantum) e il contributo massimo concedibile con riferimento a questa voce di costo è pari a 7.500,00 euro. I costi di cui alle lettere B e C sono ammissibili, nei termini indicati nel presente Avviso: a condizione che i relativi impegni giuridicamente vincolanti (incarico, contratto o documento analogo) siano assunti in data compresa fra il 28 novembre 2023, data di pubblicazione sul BUR Lazio dell’Invito a manifestare l’interesse a partecipare all’operazione Basket Bond Lazio, e la data di emissione del Minibond o di comunicazione del diniego da parte degli Investitori; anche nel caso in cui la PMI Beneficiaria non proceda all’emissione del Minibond, ma esclusivamente se la mancata emissione è dovuta a diniego da parte degli Investitori. Cos'è L'Avviso finanzia, mediante l'erogazione di voucher, il pagamento di borse di ricerca a giovani laureati di età inferiore a 35 anni da parte di organismi di ricerca e imprese operanti nel settore della ricerca, con sede operativa in Valle d'Aosta e attivi nelle aree tematiche della Strategia regionale di specializzazione intelligente 2021-2027 (S3Vd A). L'obiettivo è migliorare le competenze e l'occupabilità dei giovani laureati e accrescere le conoscenze sviluppate dai progetti di ricerca realizzati nell'ambito della S3Vd A, attraendo nel territorio regionale capitale umano qualificato. La dotazione è pari a 1.000.000,00 di euro a valere sul Programma regionale Valle d'Aosta FSE+ 2021/2027. A chi si rivolge L'Avviso è rivolto agli organismi di ricerca e imprese operanti nel settore della ricerca, iscritti al registro delle imprese e con sede operativa in Valle d'Aosta, attivi nelle aree tematiche della S3Vd A. Le borse sono destinate a laureati di età inferiore a 35 anni. Cosa prevede L'Avviso prevede la concessione di voucher a copertura delle borse di ricerca attivate dal soggetto proponente. Per ogni borsa di ricerca è concedibile un contributo pari a 2.000,00 euro per ciascun mese di attività, a fronte della previsione di un compenso lordo per la borsa almeno pari a 2.000,00 euro mensili. La borsa deve iniziare il 1° giorno del mese, in data contestuale o successiva alla presentazione della domanda, e avere una durata minima di 6 mesi e massima di 24 mesi, escluse le frazioni di mese; tutte le borse devono concludersi entro il 30 giugno 2030. Una sola domanda di voucher può riguardare più borse di ricerca. Ogni soggetto proponente può ottenere più voucher, fino all'importo massimo complessivo di 144.000,00 euro. Le domande si presentano dal 1° settembre 2026 al 31 dicembre 2029, salvo chiusura anticipata per esaurimento delle risorse, tramite il sistema informativo SISPREG. I voucher sono concessi con procedura a sportello, secondo l'ordine cronologico di presentazione, entro 60 giorni dalla data di presentazione della domanda. L'erogazione avviene per stati di avanzamento, se intermedi almeno semestrali, oppure in un'unica soluzione a saldo, previa rendicontazione. Le agevolazioni alle imprese sono concesse in regime "de minimis" ai sensi del Regolamento (UE) 2023/2831.
