Cos'è Al fine di favorire lo sviluppo economico e la crescita dei livelli di occupazione nel Paese, con decreto del Ministro dello sviluppo economico 4 dicembre 2014 è stato istituito, ai sensi di quanto previsto all’articolo 1, comma 845, della legge 27 dicembre 2006, n. 296 e ss.mm.ii., un apposito regime di aiuto finalizzato a promuovere la nascita e lo sviluppo di società cooperative di piccola e media dimensione. Tale intervento si affianca a quello previsto dalla legge 27 febbraio 1985 n. 49, cosiddetta legge Marcora, prevedendo la concessione di un finanziamento agevolato alle società cooperative nelle quali le società finanziarie – partecipate dal Ministero dello sviluppo economico - assumano, ovvero abbiano assunto, delle partecipazioni ai sensi della predetta legge Marcora. Le disposizioni di cui al citato decreto ministeriale 4 dicembre 2014 sono state sostituite dal decreto del Ministro dello sviluppo economico 4 gennaio 2021, che ha istituito un nuovo regime di aiuto volto a rafforzare il sostegno alla nascita, allo sviluppo e al consolidamento delle società cooperative. Il nuovo intervento agevolativo prevede che la procedura di concessione del finanziamento agevolato a favore delle società cooperative continui ad essere gestita dalle società finanziarie partecipate dal Ministero a cui è affidata l’attuazione degli interventi ai sensi della citata legge n. 49/1985, al fine di assicurare al "piano d'impresa" delle società cooperative un'adeguata ed equilibrata copertura finanziaria, sia in termini di mezzi propri sia di indebitamento a medio lungo termine. Con decreto direttoriale 31 marzo 2021 sono stati definiti gli aspetti operativi per la presentazione e la valutazione delle domande, la concessione e l'erogazione delle agevolazioni e lo svolgimento del monitoraggio delle iniziative agevolate nonché le modalità di regolamentazione dei rapporti tra il Ministero dello sviluppo economico e le società finanziarie a cui è affidata la gestione dell' intervento. Al fine di garantire una più efficace attuazione del regime di aiuto, anche attraverso una più puntuale definizione dell’iter procedurale, è stato adottato il decreto direttoriale 30 luglio 2025, che sostituisce il decreto direttoriale 31 marzo 2021. Il nuovo provvedimento introduce una revisione delle modalità operative, con l’obiettivo di migliorarne l’efficacia attraverso una più precisa definizione dell’iter procedurale, nonché delle condizioni per l’accesso, la stipula e l’erogazione del finanziamento agevolato. A chi si rivolge Possono beneficiare delle agevolazioni le società cooperative di produzione e lavoro e sociali di cui all’articolo 17, comma 2, della legge 27 febbraio 1985, n. 49 che, come previsto all’ art. 1, comma 1, lettera f) del DM 4 gennaio 2021, siano già partecipate da CFI. Cosa prevede I finanziamenti agevolati sono concessi al fine di sostenere, sull’intero territorio nazionale e in tutti i settori produttivi, nel rispetto dei limiti previsti dai Regolamenti di esenzione o dai Regolamenti de minimis di volta in volta applicabili, la nascita, lo sviluppo e il consolidamento di società cooperative di produzione e lavoro e sociali di cui all’articolo 17, comma 2, della legge 27 febbraio 1985, n. 49. I finanziamenti agevolati: - hanno una durata non inferiore a 3 anni e non superiore a 10 anni, comprensivi di un periodo di preammortamento massimo di 3 anni, - sono rimborsati secondo un piano di ammortamento a rate semestrali costanti posticipate, scadenti il 31maggio e il 30 novembre di ogni anno, - sono regolati a un tasso di interesse pari allo zero per cento, - nel caso vengano concessi a fronte di nuovi investimenti, possono coprire l’intero importo del programma di investimento, - sono concessi per un importo non superiore a 5 volte il valore della partecipazione già detenuta dalla società finanziaria nella società cooperativa beneficiaria, e in ogni caso per un importo complessivamente non superiore ad euro 2.000.000,00.
