The Banque des Territoires offers a loan financing offer from savings funds with PAM Fixed Rate loans, for the rehabilitation of social rental housing or APL-approved foyers.

To benefit from loans, the works must not achieve energy performance that could be eligible for the Eco-loan. Furthermore, their cost price must not be greater than or equal to €15,000 per dwelling.
