Objective To help municipalities and their groupings to enhance their built heritage and public spaces, and to carry out projects with a structuring and visible character at the scale of the living area. This is within the framework of an annual envelope allocated at the scale of the EPCI perimeter after a consultation organized by the Department with the Departmental Councilors and the relevant partners (EPCI, municipalities), in a spirit of overall vision of the projects. An opportunity analysis consists of studying the potential for renewable energy production on one (or more) heritage element(s), whether in electricity production (solar photovoltaic) or heat production dedicated to a building or heating network (wood energy, geothermal, solar thermal,...). These analyses are, for the project owner, decision-making tools to commit to the realization of a project. They provide elements of comparison with respect to a reference solution on energy consumption, carbon emissions and economic data in global cost (investment and operation). ASDER carries out about fifty opportunity analyses per year for the municipalities of Savoie, whether for new projects or for an energy change.

ADEME animates the "Territoire Engagé Transition Écologique" (Committed Territory for Ecological Transition) scheme by offering communities two ambitious and progressive thematic frameworks, a support program, animation, and a labeling process. The scheme covers Climate, Air, Energy (CAE) and Circular Economy (ECi) aspects. This financial support concerns the accompaniment of communities by a "Territoire Engagé" advisor. Referenced, trained, and animated by ADEME, the "Territoire Engagé" Advisor supports the community throughout its approach: steering, diagnosis, action plan, annual monitoring, etc. They provide the community with a turnkey consulting and technical assistance service, as well as support for project animation. The advisor's mission lasts for 4 years.

The SIEDS supports communities in an economical and efficient public lighting policy by promoting LED while meeting new regulatory requirements (security, lighting of communal heritage, creation, replacement, retrofit kit). The subsidy applies to the ex-tax amount of the supply of material for the pole and the lantern of the light point. A strong emphasis is placed on the development of LED public lighting: > 30% of the ex-tax amount for the installation of autonomous poles, > 50% of the ex-tax amount of the supply of material for the pole and the lantern of the non-LED light point, > 70% for LED projects, > 80% for LED projects related to reinforcement or security work on the electrical network carried out using underground techniques. Aid capped at 10,000 € per project. The number of applications per commune is limited to 4 requests per year.

An extension of the public electricity network is the extension of an existing low voltage or high voltage (15 or 20 kV) line to serve new delivery points or distribution substations.

Erasing consists of concealing overhead power grids, making them more discreet. To achieve this, low-voltage grids will be buried underground or installed on facades, and old "tower-type" transformer stations will be demolished. These works aim to improve the aesthetics of the commune's neighborhoods, optimize the integration of networks into the environment, and further secure networks in case of bad weather conditions (storms, etc.). At the request of the commune, SIEDS coordinates the Technical Network Erasing Committee (C.T.E.R.). The objective of this meeting is to present the program criteria, the development project in order to specify the study perimeter and to estimate the estimated cost of the works. At the end of this visit, a report is provided and allows a decision to be made on the feasibility of the project that the community wishes to undertake.

The local investment support grant (DSIL) also supports investment projects of municipalities and their groupings that meet one of the six priorities established by law: 1° Thermal renovation, energy transition, development of renewable energies; 2° Bringing public equipment up to standard and securing it; 3° Development of infrastructure for mobility or housing construction; 4° Development of digital technology and mobile telephony; 5° Creation, transformation and renovation of school buildings; 6° Construction of accommodation and public facilities made necessary by the increase in the number of inhabitants. Applications submitted through this process will be forwarded to the regional prefect, who is responsible for allocating grants. The instruction is centralized at the departmental prefecture.
