The Region supports the net creation of intermediate rental housing intended for key workers essential to the proper functioning of society.

Programs covered by Ordinance No. 2014-159 of February 20, 2014, and Decree No. 2014-1102 of September 30, 2014, intended for the accommodation of "key workers," particularly in the health, security, education, and transport sectors, etc.

This aid scheme is also implemented pursuant to Decision 2012/21/EU of December 20, 2011, on the application of Article 106, paragraph 2, of the Treaty on the Functioning of the European Union to State aid in the form of public service compensation granted to certain undertakings entrusted with the management of services of general economic interest.

Who can benefit?

• HLM organizations mentioned in Article L.411-2 of the CCH, as well as construction SEMs;
  
• subsidiaries of HLM organizations mentioned in Article L.411-2 of the CCH, created under Articles L.421-1, L.422-2, and L.422-3 of the said code to build and manage intermediate rental housing;
  
• coordination SAs between HLM organizations mentioned in Article L. 423-1-1 of the CCH;
