The Pays de Ploërmel-Coeur de Bretagne has been developing cooperation programs for over 10 years. Thanks to LEADER, it has been able to initiate a strong openness to other territories in France but also in Europe, leading some actors to open up longer-term perspectives through partnerships and other European cooperation programs. Cooperation has a high added value. It promotes internal consultation within the territory, it is a source of dialogue and exchange of ideas and know-how, it offers a new creative space and most often it is a leverage effect for local actors.

Since 2010, the region has been undergoing a profound transformation of its economic fabric. It relied on agricultural production recognized by industrialists, diversified automotive and agri-food subcontracting units, and a tertiary sector mainly focused on health and public life. The economic revitalization experience carried out within the framework of the Fonds National d'Aménagement et de Développement du Territoire (FNADT) scheme has just concluded with a very positive outcome of 500 jobs created.
