DOD Defense Health Agency (DHA) Research & Development FY23-FY27 BROAD AGENCY ANNOUNCEMENT for Extramural Medical Research

The USAMRDC’s mission is to provide solutions to medical problems of importance to the American Service Member at home and abroad, as well as to the general public at large. The scope of this effort and the priorities attached to specific projects are influenced by changes in military and civilian medical science and technology (S&T), operational requirements, military threat assessments, and national defense strategies. Extramural research and development programs play a vital role in the fulfillment of the objectives established by the USAMRDC. General information on the USAMRDC can be obtained at https://mrdc.health.mil/. This BAA is intended to solicit extramural research and development ideas using the authority provided by 10 USC 4001. The BAA is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in FAR 6.102(d)(2) and 35.016 and in Department of Defense Grant and Agreement Regulations (DoDGARs) 22.315. In accordance with FAR 35.016, projects funded under this BAA must be for basic and applied research to support scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on development of a specific system or hardware solution. Research and development funded through this BAA are intended and expected to benefit and inform both military and civilian medical practice and knowledge. This BAA utilizes competitive procedures in accordance with 10 USC 3012 for the selection for award of S&T proposals/applications. For the purposes of this BAA, S&T includes activities involving basic research, applied research, advanced technology development, and, under certain conditions, may include activities involving advanced component development and prototypes. The selection process is highly competitive, and the quantity of meaningful submissions (both pre-proposals/pre-applications and full proposals/applications) received typically exceeds the number of awards that available funding can support. This BAA provides a general description of USAMRDC’s research and development programs, including Research Areas of Interest, evaluation and selection criteria, pre-proposal/ pre-application and full proposal/application preparation instructions, and general administrative information. Specific submission information and additional administrative requirements can be found in the document titled, “General Submission Instructions,” which is available on Grants.gov along with this BAA. The FY23-FY27 USAMRDC BAA is continuously open for a 5-year period, from October 1, 2022 through September 30, 2027, at 11:59 p.m. Eastern Time. Submission of a pre-proposal/pre-application is required and must be submitted through the electronic Biomedical Research Application Portal (eBRAP) (https://eBRAP.org/). Pre-proposals/pre-applications may be submitted at any time throughout the 5-year period. If the USAMRDC is interested in receiving a full proposal/application, the Principal Investigator will be sent an invitation to submit via eBRAP. A full proposal/application must be submitted through Grants.gov (http://www.grants.gov/). Invited full proposals/applications can be submitted under this FY23-FY27 BAA through September 30, 2027.

The goal of the LEAP in Health IT funding opportunity is to address well-documented and fast emerging challenges inhibiting the development, use, or advancement of well-designed, interoperable health IT, which are scalable across the healthcare industry. Solutions are expected to further a new generation of health IT tools and inform the development, implementation, and refinement of health IT standards, methods, and techniques towards enabling widespread adoption of health IT tools to improve healthcare outcomes. It is critical for the health IT field to be able to innovate and leverage the latest technological advancements and breakthroughs to optimize real-time solutions, especially in areas where health IT has potential to improve the health and healthcare for individuals and populations. The descriptions provided for the two areas of interest, Area 1 and Area 2, include ways applicants may approach developing a project. The areas of interest have been assigned numbers for ease of reference, not for prioritization. While there are many challenges associated with the use of health IT, ASTP identified these two areas of interest as 2025 priority areas. In fiscal year 2025, ASTP seeks applications pursuant to the LEAP in Health IT notice of funding opportunity for projects that address one of the following areas of interests: · Area 1: Demonstrate readiness of FHIR®-based Subscriptions capability as a foundational health IT capability for improved interactivity with third-party applications. Area 2: Identify and test innovative technical approaches that would inform future changes to the TEFCA infrastructure to increase adoption of IAS.

This NOFO is modified. Changes are made to Step 1: Review the Opportunity. The Office of Refugee Resettlement (ORR) provides temporary housing and care for children who arrive in the United States alone. These are children who are under 18 years old, don't have legal permission to be in the U.S., and don't have a parent or legal guardian in the U.S. who can take care of them. ORR runs the Home Study and Post-Release Services Program to help these children. Before placing a child with a sponsor, ORR carefully checks potential homes to make sure they're safe and appropriate. After placement, ORR provides ongoing support to help children and their sponsors succeed. This support helps children adjust to living with their sponsor, connect with their community, stay safe and healthy, and navigate the immigration court process. The goal is to make sure children are placed in safe homes and have the support they need to thrive while their immigration cases move forward.

This funding announcement, issued by the Brain Research through Advancing Innovative Neurotechnologies® (BRAIN) Initiative, seeks transformative, cutting-edge, and innovative research that embraces new technologies, ideas, and approaches to understand brain circuit function and contributions to behavior. It is a component of the BRAIN Initiative Connectivity Across Scales (BRAIN CONNECTS) Program, which aims to lay the scientific foundation for the next generation of neural circuit-based approaches for preventing and treating devastating brain disorders.This Notice of Funding Opportunity (NOFO) supports Specialized Projects to develop current or emerging technologies to generate comprehensive atlases of brain connectivity, with an emphasis on human, non-human primate (NHP), and mouse. Projects using other species are also permitted, if their use is well justified and the goal is to test and validate approaches that can be generalized across species. Applications may address any aspect(s) of brain connectivity and associated data pipelines, including data collection, reconstruction, analysis, integration, dissemination, and interpretation, to enable faster, more precise, and more cost-effective generation and interpretation of brain-wide wiring diagrams. Funded projects will be integrated into the BRAIN CONNECTS Network consisting of projects funded under this and preceding BRAIN CONNECTS NOFOs, as a coordinated effort aimed at developing the capabilities to generate wiring diagrams that can span entire brains across multiple scales.

La biorepository PLCO offre campioni di sangue pre-diagnostici seriali di alta qualità, raccolti prospetticamente, dai partecipanti al braccio di screening PLCO e una raccolta una tantum di cellule buccali dai partecipanti al braccio di controllo. I dati disponibili associati ai biospecimen includono dati demografici, dieta, stile di vita, fumo, risultati dello screening e dati clinici. Questo FOA supporta un'ampia gamma di ricerche sul cancro, inclusi, ma non limitati a, analisi biochimiche e genetiche del rischio di cancro, nonché la scoperta e la convalida di biomarcatori di diagnosi precoce. Il progetto di ricerca proposto deve prevedere l'uso di biospecimen PLCO; inoltre, dovrebbe anche sfruttare le caratteristiche uniche dei biospecimen PLCO. I progetti di ricerca che non prevedono l'uso di biospecimen PLCO non saranno supportati nell'ambito di questo FOA.
