The specific contribution for libraries within the general decentralization grant (DGD) is the main state support mechanism for investment and non-recurrent operating costs (projects to extend opening hours) of municipal and inter-municipal libraries and departmental libraries.

This mechanism is divided into two fractions:

• the first fraction is mainly dedicated to current construction and equipment projects for libraries municipal, inter-municipal and departmental;
• the second fraction, capped at 15% of the total amount of the specific contribution, can be mobilized for projects likely to have a departmental, regional, or even national reach
