Develop the housing supply

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The Établissement public foncier d'Occitanie intervenes in public interest projects to ensure tailor-made land action, without claiming any remuneration for its action. It can: support the local authority in the design and feasibility study (technical, economic and legal) of its project; acquire, at the request and on behalf of the local authority, the assets necessary for the future realization of the project, then hold them until the start of the project before transferring them to the authority or directly to the operator responsible for its implementation. The establishment intervenes with local authorities on development projects of any size, within the framework of various programs (housing, economic activities, protection of natural spaces), with adapted holding times (short, medium, long term), in contrasting urban situations (old center with heritage value, town to be revitalized, industrial wasteland, infill sites in tense areas, tourist areas...), as long as these operations are consistent with the o…

Assistance in implementing sustainable cities and territories

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Urban planning agencies assist in the implementation of sustainable cities and territories. Implementing sustainable cities and territories means thinking about their development in a cross-cutting and integrated way at different scales, to face transitions. It means using more cooperative and participatory methods to involve all stakeholders in the territory. It means approaching projects in all their dimensions: physical, environmental, economic, and social. In this context, an engineering tool such as an urban planning agency is an important asset. Through its cross-cutting and multi-stakeholder approach, the urban planning agency helps to break away from sectoral approaches. It offers the possibility of building a strategic vision that articulates the different scales of territories and better articulates public policies, such as those for housing, solidarity, urban projects, the environment, or mobility. Urban planning agencies are innovative, partnership-based engineering tools. For 50 years, their governance and missions have been reinvented to anticipate the different stages of decentralization and...

Urban planning agencies participate in territorial observation To develop their intervention strategies and implementation, local authorities have a crucial need for fine-grained, objective, responsive territorial knowledge that is closely aligned with their concerns. Who can apply Commune · Intercommunalité / Pays · Département · Région · Entreprise publique locale (Sem, Spl, SemOp)

The scale of the challenges identified by the Region in its Regional Water Strategy, as well as the urgency of achieving the objectives set by the Water Framework Directive, lead the Region to favor an integrated approach to water resources at the watershed level, the only coherent and effective approach given the challenges. Therefore, in order to encourage water stakeholders to organize at this level, the Region wishes to increase the selectivity of supported projects. Objectives: The Region's support under its water policy will thus be conditional on: The need to include the operation in an integrated water management approach (adequacy between the natural environment, local development, and land use planning) constructed in a concerted manner at a coherent geographical scale: the watershed. Based on these elements, the Region is committed to contractualization processes (Territorial Contracts, ...) at the watershed level alongside water agencies. This cross-cutting water policy is broken down according to the four strategic orientations: Support changes in practices Contribute to taking into account water issues in the planning of…
