Strengthening cooperation to pool resources and reveal territorial opportunities

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Cooperation is one of the fundamental principles of the LEADER program; it represents one of the essential elements of added value in terms of development and innovation. Indeed, cooperation contributes to strengthening links between actors by sharing, exchanging and carrying out common actions with other territories, national or European, and to promoting the search for experiences, practices, know-how. The objective of cooperation is to extend the territory's development strategy and to enrich itself with the experience of partners, acquire new skills, promote the exchange of practices and pool resources and carry out complementary experiments. The expected effects are to bring added value to local activities, to unite local actors around cooperation projects and to strengthen openness to the outside world. Cooperation can take the following forms: "Inter-territorial" cooperation between territories within the same Member State; "Transnational" cooperation between territories belonging to several Member States as well as with territories of third countries (outside the EU).

Develop targeted, sustainable, and connection-creating territorial attractiveness

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The demographics of the GAL Alsace Centrale area show several phenomena: demographic growth in a major part of the territory and a loss of inhabitants in the Communauté de communes du Val d'Argent. These demographic characteristics raise the following question: "How to support and adapt local services and facilities to the needs of the populations and the capacity of the territory?" At the same time, some parts of the territory are involved in the Petites Villes de Demain, Action cœur de ville and ORT (CC Vallée de Villé, CC du Val d'Argent, CC du Ried de Marckolsheim, CC de Sélestat, Villé, Marckolsheim) schemes and are addressing issues such as housing and commerce in town centers. During the participatory workshops conducted as part of the LEADER application, a need was identified to continue and strengthen these actions to create social ties, connections between local actors, promote local and solidarity initiatives, and revitalize centralities and village centers. Furthermore, tourism represents an important activity for the economy of Central Alsace, whose main assets are its historical, architectural, and natural heritage.

Promote existing mobility solutions, coordinate and reduce travel needs

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The territory benefits from a regional, interregional and cross-border crossroads position and a network of infrastructures that easily crosses it from north to south but more restrictively from east to west. Correlatively to the increase in the frequency of the TER 200, the territory, which benefits from an inter-urban and school public transport offer, has strengthened its assets with complementary offers (the Sélestat Intermunicipal Transport; the carpooling platform; the development of car-sharing with the Citiz network; Encouraging cycling; Despite all these initiatives, weaknesses persist and mobility remains restrictive for the entire territory, its inhabitants and users - young people, seniors, but also professionals, Mobility is therefore a major need for the territory. The EPCIs members of the PETR and the Communauté de communes du Canton d'Erstein have taken up the subject by becoming a Mobility Organizing Authority (AOM). As part of the LEADER approach, the need for mobility highlights an issue concerning the improvement of shared, active and decarbonized mobility networks and services, and an issue concerning the reduction of mobility needs, i.e. de-mobility, which is linked to the needs for local services and facilities.

Mobilizing territorial assets to combat and adapt to climate change and the energy emergency

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The geographical location of PETR Sélestat Alsace Central and the community of communes of the Canton d'Erstein on the banks of the Rhine and at the confluence of numerous waterways gives the territory an exceptional natural heritage. The preservation and restoration of natural resources, as well as elements contributing to the landscape identity (hydrographic network, hillsides, foothills, Rhenish facade, ried), must condition the local development of the territory. Dynamics in this direction are currently at work in the territory: the Territorial Food Project 2020-2022; the Recovery and Energy Transition Pact; the Territorial Climate Air Energy Plans; the Territorial Objective Contracts "Transition Accelerator" in which each EPCI has committed and which represent a transversal climate-air-energy process. Environmental preservation therefore constitutes a lever for transition, cooperation and innovation for the territory.
