Enhancing, preserving local resources and mitigating climate change

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

GENERAL DESCRIPTION AND LOGIC OF INTERVENTION The territory has a relatively unspoiled environment, but it bears the traces of past activities that have left behind brownfields and potentially polluted sites. Contemporary activities also exert pressure on the environment, as does climate change. Agriculture, dominated by mixed farming and significant livestock, is an essential component of the territory. Organic production is booming, demand for small-scale farming is rising (linked to the vegetable test site project led by Pays Comminges Pyrénées), and the meat sector is being structured. Transport options remain limited. Pays Comminges Pyrénées must improve mobility throughout its territory to make it accessible to all populations, prioritizing the development of multimodal, sustainable, and energy-efficient mobility. The fact that 78% of active workers live and work in the territory shows that the potential for developing alternatives to individual cars is real. The challenges: Enhance the environment, natural heritage, and quality of life; encourage local and sustainable agriculture and consumption; develop the territory's renewable energy potential and adapt the territory to climate change. Adapt the offer of local services and facilities to the needs of the population

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

GENERAL DESCRIPTION AND LOGIC OF INTERVENTION a) Strategic objective Faced with the demographic renewal that the territory has been experiencing since the 2000s, the Pays Comminges Pyrénées must encourage the arrival of new populations (generally younger and with a higher proportion of higher socio-professional categories than the existing Comminges population) while maintaining the recognized quality of life of the territory. Indeed, demographic growth has been accompanied by an offer of services and facilities to meet the needs of the population and support social changes (aging, newcomers, etc.), but needs remain unmet, particularly in terms of health (in the WHO sense: physical, mental and social well-being), children/youth, and leisure. The challenges: Strengthen the offer of local services and facilities throughout the territory by relying on structuring living areas, while supporting the "outreach" approach (deployment of local service centers and mobile services). TYPE AND DESCRIPTION OF OPERATIONS 2 operational objectives respond to the challenges set by the strategic objective: 1.1 Maintain and develop a local service offer throughout the territory 1.1.1 Develop…

Strengthening the brand image of the Comminges Pyrénées territory

France · FR

Who can apply Commune · Intercommunalité / Pays · Entreprise publique locale (Sem, Spl, SemOp)

GENERAL DESCRIPTION AND LOGIC OF INTERVENTION Strategic Objective Thanks to the richness and diversity of the territory's natural environments, Comminges is a privileged place for the development of sports and outdoor leisure tourism (skiing, hiking, climbing, caving, cycle touring, thermalism, water parks, etc.), benefiting both external tourists and residents. The territory, which has two Grands Sites Occitanie (Saint-Bertrand-de-Comminges and Bagnères-de-Luchon), is also a privileged place for the development of cultural tourism thanks to its significant historical (prehistoric, Roman, feudal...) and architectural heritage. The territory is also rich in cultural events and has taken a pioneering approach by adopting, in 2022, a Charter for a Territorial Cultural Project based on respect for people's cultural rights. Challenges: to strengthen the attractiveness of the Comminges Pyrénées destination and ensure an environmentally friendly tourism and leisure offer; to contribute to the implementation of people's cultural rights. Stimulating the economic fabric in Comminges Pyrénées

France · FR

Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

GENERAL DESCRIPTION AND LOGIC OF INTERVENTION The economic landscape of the Comminges Pyrénées region has undergone profound changes over several decades. Successive economic shocks, the tertiarization of the economy, metropolization, the development of major communication routes, etc., have led the Comminges economy towards new trends, notably the weakening of its traditional industrial fabric, a decline in agriculture, and the diversification of its economy in the fields of commerce, tourism, and personal services. However, the territory also has strong potential to develop. The region must consolidate the structuring role of agriculture, tourism, and services in economic attractiveness while supporting the development of innovative future sectors. More broadly, it must strengthen its attractiveness, facilitate the establishment of new businesses and artisans, and ensure the revitalization of town centers. The challenges: Revitalize town and village centers; consolidate local employment; support innovation, the circular economy, and the social and solidarity economy. TYPE AND DESCRIPTION OF OPERATIONS 3 operational objectives respond to the challenges set by the strategic objective: 2.1 Maintain and develop the local economic fabric 2.1.1 Maintain e…
