Ecological ambition of the funded project With the aim of adapting to climate change, the green fund supports overseas territories in reducing the vulnerability of their buildings in the event of a cyclonic crisis. The construction of public buildings to paracyclonic standards and the reinforcement of existing buildings make it possible to increase resilience to crises, preserve human lives and limit damage and pollution caused by the tearing off of the most fragile elements of constructions (roofs and openings). This concerns public buildings that house the population during cyclonic crises or that host crisis management centers.

Ecological ambition of the funded project Mobilizing brownfield sites in urban centers and city outskirts is a way to combat the consumption and artificialization of land and natural spaces. The Green Fund helps with the recycling of an urban, commercial, (aero-)port, railway or road, industrial, military or mining brownfield, and more generally, an already artificialized but underutilized land space, for development projects or relocation of activities. This measure aims to limit urban sprawl, which represents a significant ecological cost due, on the one hand, to its negative effects on natural and agricultural soils (reduced CO2 capture, reduction of biodiversity, pollution) and, on the other hand, to the distance of populations from city centers (pollution due to commutes, travel time, etc.). Brownfield recycling is beneficial for revitalizing urban spaces and is an important lever for transforming towns and villages.

Implement energy renovation of local public buildings

Important: since July 2026, this Green Fund measure has been strengthened to better support communities in taking into account the summer comfort of their buildings. This results in additional support for passive summer comfort works or the installation of active cooling systems (under conditions). Project leaders can submit an accelerated request (without prior energy study) for funding. Ecological ambition of the funded project The Green Fund supports the energy renovation of buildings belonging to local authorities and their groupings, with the aim of sustainably reducing their energy consumption and preserving thermal comfort in a context of global warming and recurring heatwaves in mainland France. For energy renovation projects, a minimum reduction of 40% in final energy consumption is expected . The primary goal is to achieve the best energy performance of the building envelope. Ecological ambition of the funded project Climate change is accelerating the transformation of mountain areas and increasing risks to people and property. In response, the Green Fund contributes to the protection of populations in mountain communities by enabling these territories to be well prepared for risks and by reducing the vulnerability of people and property. The objective is that all identified at-risk mountain sites are monitored, studied, or treated. The funded project must improve knowledge of natural risks in mountains and high mountains and their evolution, and contribute to the implementation of appropriate prevention/protection measures for populations.

Ecological ambition of the funded project Urbanized areas are particularly sensitive to the effects of climate change (heat islands, floods, increased pollution) due to the disappearance or absence of natural spaces. The Green Fund supports local actors in working for the return or creation of natural spaces in the city and in reducing urban vulnerabilities and improving the lives of inhabitants through nature-based solutions (greening of streets or squares, hydraulic regulation or the development of parks, gardens or riverbanks).

Ecological ambition of the funded project The Green Fund supports structuring and environmentally ambitious industrial investment projects. Projects must be located in one of the "Territoires d'industrie 2023-2027" labeled territories and be consistent with the territory's industrial strategy. The supported industrial projects will have a dual environmental ambition, by: Contributing to the development of sustainable production systems and strategic industrial value chains for the ecological transition; Being part of an ambitious or innovative environmental approach. These criteria are particularly assessed in terms of reducing greenhouse gas emissions, using ecological engineering techniques, preserving biodiversity and ecosystem services, using circular economy approaches, low material consumption, preserving resources and water, pursuing the objective of land sobriety, or using nature-based solutions.
