Support the promotion and innovation of local economic activities

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Cœur Entre-deux-Mers has an economic fabric essentially made up of very small businesses. The number of local jobs is increasing, although most workers work outside the territory. The health crisis (Covid19) has partly changed consumption and work practices in certain sectors of activity and encourages innovation to relocate and produce economic goods and services. Finally, the deployment of fiber (via Gironde Haut Méga) by 2025 throughout the territory is also an asset to be valued. Supporting businesses in their digital transition is a priority objective, particularly concerning new information and communication technologies (ICT) for the strategic economic sectors of the territory. The 6 strategic economic sectors are: local trade construction BTP inter-company trade and services agro-viticulture tourism health and personal services What is at stake is therefore to:

Develop alternative and sustainable mobilities

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

In Cœur Entre-deux-Mers , a peri-urban but also rural area, mobility is essentially experienced as an individual practice, rooted in daily life and consuming fossil fuels. Travel is mainly to urban centers outside the territory and is subject to congestion phenomena (especially for active people commuting to and from work) and the increase in energy costs, even if the development of teleworking is also an influencing factor on commuter mobility practices. What is at stake is therefore to: Propose alternatives to cars to open up sectors and practices Make mobility practices more sustainable

Valorization and preservation of local natural resources

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The Cœur Entre-deux-Mers, due to its natural spaces, is today facing challenges of urban sprawl and artificialization of soils consuming agricultural and natural spaces and impacting landscapes, biodiversity, natural resources (water, etc.) and the production of “waste”. What is at stake is therefore to: Preserve what residents consider to be the main asset of the territory: the living environment Reduce the consumption of natural resources (water, land, landscapes, etc.) and act on “waste”

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Le Cœur Entre-deux-Mers, like Gironde, consumes and produces little renewable energy in its energy mix. Furthermore, slowing growth, climate change, and energy prices are impacting the territory's balance. The implementation of Territorial Climate Air Energy Plans (PCAET) at the SCOT level and implemented by CDC is a first step to provide a framework and move to operationalization. What is at stake is therefore to: Reduce energy consumption Implement the energy transition to make the share of renewable energies produced and consumed the majority

Investing to support initiatives in favor of trade, crafts and services

France · FR

Who can apply Commune · Intercommunalité / Pays

At the country level, the main fragility of the craft sector, whose spatial inscription is diffuse (especially in rural areas), is to ensure the continuity and resumption of activity, in the face of the acceleration of the generational effect. The organization of trade in the territory is characterized by interdependent relationships, which are based on a robust catchment area. We consume on site with little evasion. Trade is thus a structuring element, which only asks to be included in territorial projects to support revitalization policies (Centre-Bourg, Centre-ville), while adjusting to new purchasing behaviors (from local circuits to e-commerce). To meet the challenge of adapting and maintaining the local response, the aim here is to give new impetus to actions. The central challenge of these new reference places will be to create a collective dynamic, whose impact in terms of image and quality of services offered, will have a ripple effect on the revitalization of town centers and city centers, on the requalification of land (diversification of functions) and on the resumption of activities. More broadly, facilitated access to services through the creation of digital tools to create, weave social ties through different areas can also be included in this sheet (networking of professionals for example).<…

Investing to strengthen the dynamic of hybrid places

France · FR

Who can apply Commune · Intercommunalité / Pays

The health and social crisis linked to COVID has amplified a movement regarding the reorganization of work in our society, bringing together various trends: a rethought home-work link, a reaffirmed search for meaning (quality of life at work, collaborative and creative practices) and a claimed search for savings (time saving, increased purchasing power). Today, a need to work differently is emerging. Not everywhere (sectors of activity are unevenly affected), not for everyone (depending on functions, professions), but increasingly so... especially among young workers and/or young families. For the Pays de l’Isle en Périgord, the aim is to encourage the creation of lively places, rooted in the territory (in connection with revitalization projects and thus avoiding a “rootless effect”) that accompany these changes, by offering a diversified offer (size, operation, services, public, etc.) of Third Places, capable of attracting: • workers lacking space and connections (entrepreneurs, freelancers, small businesses, but also employees of “Parisian” companies) • but also creators, artisans, artists, • and SSE projects (Test shop, new services, etc.) • inter-associative collective projects, … • projects presenting solidarity practices, ...

Innovate by supporting local production and consumption

France · FR

Who can apply Commune · Intercommunalité / Pays

A major asset of the Pays de l'Isle en Périgord lies in its quality of life, supported by healthy and local food. Given its place in the local economy, agriculture is a structuring and transversal issue for the vitality of the region. Farmers represent the first link in a chain connecting rural and urban areas, from local production to local consumption. Faced with many difficulties, the aim is to strengthen the 'supply', particularly through the agricultural sector, in its orientation towards quality and proximity, while raising awareness and coordinating 'demand', that of residents, students, workers and tourists, ... To do this, the territory adopts a transversal strategy that takes into account all the issues, worked on within the PAT Isle en Périgord (Territorial Food Project): land and production, logistics, consumption, awareness, animation and coordination. The aim here is to support local producers and project leaders in their practices, to encourage experimentation to consolidate 'short supply chains', by emphasizing the quality of products and know-how.

Innovate by supporting and developing projects that preserve a dynamic and attractive local life, close to the environment

France · FR

Who can apply Commune · Intercommunalité / Pays

The cultural, sports and leisure offer is both scarce and qualitatively lagging behind the needs expected by the population of the Pays (in terms of artistic dissemination, practice and artistic teaching beyond the Périgord agglomeration). And above all, it does not sufficiently connect humans and nature, at a time of climate change. The need for reconciliation is real. This is what the presence of artists in the territory allows, insofar as they know how to create an imaginary, bridges between the different cultural identities that make up our society. We and our territories all carry culture. We all have values, stories, convictions, traditions, knowledge, ways of life and artistic practices, which only ask to express themselves, to confront each other to form a society, in a peaceful relationship with others and with nature. This broad definition of culture values the cultural heritage of each and every one of our territories. Beyond the cultural offer, the sports, recreational and leisure offer needs to be encouraged in order to improve its quality and quantity, both for local populations and for young people, eager for new dynamism for their territory, for facilities allowing encounters and building links. Actions will also be designed for the social vitality of the territory. It is also a question of providing support to…

Innovate by rebalancing a tourism offer that consolidates the territory's identity

France · FR

Who can apply Commune · Intercommunalité / Pays

"We are all a bit of a tourist at home." This issue resonates with the evolution of tourist practices (urban families for a weekend), lifestyle choices (prospective tourism in search of a new living environment) and the quest for meaning (proud of one's territory, its biodiversity, its values, its history). The aim here is to strengthen the identity of a territory, for visitors (from here and elsewhere), who are moving away from mass tourism (characterized by trampling, annoyance, saturation and inflation) to favor the search for calm and serene destinations, which place human relationships and the relationship with nature above the number of tickets sold. As part of the Departmental Tourism Development Plan, the aim here is to rely on the theme of water (in its symbolic, functional and environmental dimension) and the other aspects of the tangible and intangible heritage of the territory to define the territory's identity.

Invest to develop intermodality around train stations and railway stops

France · FR

Who can apply Commune · Intercommunalité / Pays

The Pays de l’Isle en Périgord is a “valley territory” that has leveraged this characteristic by making its “internal” East-West railway communication axis functional, while strengthening its “external” connections with the Bordeaux Metropolis and Bergerac in particular. The train connects and links the territory, with its network of 7 stations, its railway shuttle, and its main “locomotive” city. The train enhances the attractiveness of many secondary hubs (employment centers), in a palpable “post-Covid” effect, which establishes the practice of teleworking and the development of lifestyle choices in the countryside… provided that one is never too far from a station, on foot, by bike, by bus, by car, by carpooling, or by electric car. Investments necessary for the development of this intermodality, which are also meeting points between people, will be supported here. Around train stations and railway stops, but also in the centralities of market towns included in the links between stations and rural areas. This issue is essential to strengthen access to employment and services (public, sports, leisure, cultural, etc.) within and outside the region for residents, while consolidating policies for the development of sustainable and “connected” tourism throughout the territory.

It aims to encourage new practices in areas far from a train station/stop. By favoring solutions that encourage mutual aid, solidarity, and collective action, in order to make travel and access to public services, shops, facilities, major communication routes possible… while reducing the energy bill for the territory and individuals.
