Promote sober and resilient territorial development
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
The Covid-19 crisis highlighted the strong collective resilience capacity of the inhabitants and actors of the Pays de Ploërmel. Economic, agricultural or citizen units revealed their ability to cope with difficult conditions. This crisis, at the same time, highlighted the limits and weaknesses of the territory in terms of its autonomy. However, the Pays must anticipate future crises and transformations, particularly those linked to climate change. It therefore appears essential to support and encourage the production of local resources in order to strengthen the autonomy of the territory, particularly in terms of food, energy, economy and industry. The Pays therefore wishes to support the development of a local, non-relocatable, endogenous economy, allowing for a strong local economic fabric, relying in particular on the riches of the territory. The types of eligible operations are as follows: Preservation of resources and the environment: Measures for the preservation of water resources; Events to raise awareness of biodiversity and environmental preservation; Renaturation and revegetation actions; Integrated stormwater management actions; Studies relating to the implementation of solutions for environmental preservation; Circular economy: </stron…

Act for the health and well-being of the inhabitants of the territory
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
The Pays de Ploërmel has been committed to health since 2005 and to a Local Health Contract since 2013. To remain attractive, the territory needs to adapt its services to the emerging needs of the population. Weaknesses have been identified in the Pays de Ploërmel territory, particularly concerning health services and housing. These two themes are essential factors for attractiveness but also for the well-being of residents. It is essential that each resident understands the risks to which they are exposed in order to better protect themselves and their environment. The Covid-19 health crisis has also highlighted the strong interactions between human health and environmental health. Thus, it is about integrating health into public policies, and implementing it at the territorial level to reduce social and territorial health inequalities. The types of eligible operations are as follows: Actions to raise awareness of health determinants and health citizenship; Actions to raise awareness of mental health; Screening and prevention actions; Parenting support actions; Health prevention and promotion actions; Multidisciplinary events aimed at broadening the representation of health determinants for the general public, elected officials or professionals; Actions aimed at chan…

Fund projects that promote the sharing of cultural wealth and local life
France · FR
Who can apply Commune · Intercommunalité / Pays · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
The objective of the LEADER program in the Garrigues et Costières de Nîmes territory is to support local cultural offerings (including heritage) and services for residents to promote well-being in villages. It also aims to find sustainable mobility solutions that allow residents to access opportunities close to home. Finally, it aims to strengthen social ties, promote diversity, mutual aid, and solidarity. In summary, it aims to support projects that allow for: - Safeguarding and transmitting tangible and intangible heritage - Creating a local cultural offering that promotes exchanges - Strengthening social ties and actions for youth - Developing services for residents - Promoting alternative mobilities for social connection or local life The LEADER program allows project leaders, whose project meets the criteria of the territory's strategy, to be supported by the technical team in setting up their project (financing plan, search for partnerships, etc.), and to submit a request for financial aid from the European Union. Contribute to the development of cultural collaborations and mediation actions throughout the territory
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Support the emergence of new accessible services adapted to local users STRATEGIC OBJECTIVE: Develop an accessible culture for all Support for a traveling cultural offer The cultural offer is highly concentrated in the main towns of the agglomeration, even if there are places of creation and practice in rural areas as well as an associative network that irrigates the entire territory. This situation should lead to promoting greater cultural dissemination, particularly in rural areas. The aim will be to encourage the emergence of innovative projects led by associations and/or cultural actors. Many experiences on the national territory, supported by Leader and by the rural network, have been implemented in this area and can be a source of inspiration for local actions. The promotion of school-workshops and the presence of artist residencies involving the local fabric and the public constitute opportunities to develop nomadic actions and disseminate culture Development of networks of cultural actors and cooperation projects While many cultural actors present in the territory know each other, and while partnerships already exist, there is no organized and animated network of cultural actors. Allowing, quantitatively and qualitatively, greater accessibility to culture requires better…

Diversify the service offerings of local hubs to increase their vitality
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Support the emergence of new accessible services adapted to local users STRATEGIC OBJECTIVE: Innovate to revitalize local hubs through new services Support for first/last mile businesses, multi-purpose venues, collective innovation spaces, shared spaces In complementarity with existing schemes, the aim will be to encourage the emergence of innovative projects by mobilizing networks, by supporting project leaders, by providing upstream engineering capable of guaranteeing the opportunity, feasibility, viability and innovation of projects. With a view to sobriety, it is essential to work on mutualization and intensification of uses. Develop and structure a rural, diversified, innovative, and decarbonized tourism offer
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Develop a sustainable tourism offer consistent with the territory's resources and tourists' aspirations STRATEGIC OBJECTIVE: Develop responsible tourist itinerancy Adaptation of the territory's tourist amenities to itinerant tourism The amenities of rural areas (landscapes, sites, forests, waterways, local products, farms, heritage, etc.) are strong attractiveness factors but also the "stage" for a booming activity: itinerancy. The demands for pedestrian, cycling, equestrian, and river itinerancy practices make it possible to build a tourism offer of discoveries and meeting experiences highly sought after by customers. This itinerancy offer is fully sustainable because it consists of soft mobilities appreciated and used by residents (including sometimes for "home-work" commutes). However, this offer still needs improvement: trail marking, circuits, interpretation offer, circuit coherence, signage, presence of services (for bicycles, for example)… Development of services offering decarbonized (or low-impact) tourist stays To meet climate and energy challenges and the expectations of increasingly sensitive customers on these issues, tourism managers and professionals must build offers of decarbonized and low-consumption tourist stays…

Enable the provision of quality food, accessible to all, and support sustainable agricultural production
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Promoting local and sustainable agriculture for quality food accessible to all STRATEGIC OBJECTIVE: Strengthening the local roots of agricultural production and moving towards greater food autonomy Development of fruit, vegetable and protein crops and facilitation of processing The LAG will be able to support projects that contribute to this diversification and partially meet local consumption needs (residents, collective catering). Projects may also extend to other productions (meat, milk). The LAG will also enable the initiation of projects targeting processing tools (vegetable processing unit, cannery) and the creation of agricultural test areas. Support for the creation and structuring of sectors The reflection cannot be limited to administrative territorial boundaries but must take into account living areas. Thus, ongoing collaborations between CASE and the Rouen metropolitan area, in particular, will facilitate the structuring of sectors and commercial outlets. Development of marketing tools for farmers The marketing of local products is a major issue to enable the development of new sectors and market gardening activities in short circuits. But it is also about carrying out projects that will allow marketing for the benefit of all. The GA…

Propose an offer to integrate young people into the economic world
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Young active people are the public most severely affected in the Cœur Entre-deux-Mers territory by unemployment and economic precariousness. It is therefore necessary to act together by involving first and foremost young people, but also the actors and structures that support them (local authorities, Missions Locales, etc.). To promote youth employment and integration, the areas of action will be numerous and will notably concern the development of a global approach in supporting young people in their personal journeys (monitoring local training, mobility, housing, etc.). What is at stake is therefore to: Train young people, especially those in difficulty Develop the desire to undertake and integrate into professional life
Period: Jan 1, 2021 – —
Support the inclusion of young people into the professional world
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
The proportion of young people in training (16 – 25 years old) is lower in the territory than in Gironde. This is due to the absence of higher education institutions, which leads young people to pursue their schooling and training outside the territory, particularly in urban areas (Bordeaux, Pau, La Rochelle). The arrival of the high school in Créon could be an opportunity to develop local training programs or to serve as a training platform. Finally, youth unemployment remains high and primarily affects young people in the territory with no (or little) training and/or academic and professional qualifications. What is at stake is therefore to: Train young people, especially those in difficulty Develop the desire to undertake and integrate into professional life

Develop the territory to enhance tourist attractiveness
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
The Cœur Entre-deux-Mers is close to various sites of tourist interest (Atlantic coast, Bordeaux, Saint-Emilion, etc.) which contribute to the attractiveness of Gironde for local, national and foreign visitors. The Bordeaux hinterland that is Entre-deux-Mers remains attractive for showcasing its assets (landscapes, hiking, cycling, river tourism, heritage, etc.) to increase tourist attractiveness in a department with strong tourist destinations not present in the territory. What is at stake is therefore to: Create new activities for tourist-excursionists Encourage visitors to stay and increase their "consumption" of local activities
Period: Jan 1, 2021 – —
Diversify local agricultural and food models to increase the territory's capacity
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Viticulture is the leading agricultural sector in Cœur Entre-deux-Mers. The position of this sector is the result of several components: history, terroir, place of appellations, commercial and export boom of Bordeaux wines, … Today, this sector is increasingly subject to numerous risks (decrease in consumption, export difficulties, climatic hazards, environmental image, …) although collective and individual work is undertaken to make it evolve (HVE, AB approaches, reasoned management, …) and diversify it. In addition, new forms of agricultural production have developed to meet different needs (collective catering, training, social, subsistence farming, awareness, …) and are generally carried out by non-agricultural structures (local authorities, associations, …). Finally, and the Territorial Food Program has shown it, the coverage of food needs by the territory's own production capacity remains marginal. Acting for food also means supporting farmers in Cœur Entre-deux-Mers to process, market their products and find local outlets. The promotion of these local products and quality products also makes it possible to raise consumer awareness in the territory and make these products accessible. …

Support the adaptation and transformation of agricultural land
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
On the Cœur Entre-deux-Mers, the rate of land artificialization is high, particularly due to the development of individual housing and infrastructure (roads, activity zones, etc.) to the detriment of agricultural land. The predominant model of suburban housing leads to potential neighborhood conflicts with the agricultural world. The climate and resilience law and the implementation of Zero Net Artificialization (ZAN) by 2050 will impact the current model to evolve it towards more sustainable practices that consume less agricultural, natural, and forest land. Furthermore, this agricultural land is also partly affected by fallowing, land retention phenomena, and the cessation of agricultural activities (retirement, non-transmission, economic difficulties in certain sectors). This situation risks accelerating in the coming years due to the retirement of a large generation of farmers currently over 55 years old. What is at stake is therefore to: Densify urbanization to develop its uses. Prevent and limit potential conflicts of interest between the different land users (owners, residents, farmers, communities, etc.)
Period: Jan 1, 2021 – —
Support the economy with collective activities or equipment
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
Workers in the Cœur Entre-deux-Mers region mainly work outside the territory in urban centers. The employment/worker balance of the territory is therefore in deficit and is supported by employment present in neighboring territories. The strong presence of very small businesses and new ways of working (remotely, etc.) therefore push some professionals to work through collective and shared modalities. What is at stake is therefore to: Promote the relocation of jobs and the development of an economy centered on the territory and not oriented outwards Create collective economic tools and spaces

Deploying a reception, sports, cultural and artistic offer, particularly for young people in the area
France · FR
Who can apply Commune · Intercommunalité / Pays · Département · Région · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)
In the Cœur Entre-deux-Mers population, the proportion of young people up to 18 years old is relatively high due to the presence of many young first-time households with young children. Acting on childcare methods (due to the travel of active parents outside) and on the creation of leisure activities for this public therefore contributes to developing their living environment. In addition, Le Cœur Entre-deux-Mers has a rich associative life, particularly for young people through sports clubs, arts and cultural practices. Supporting young people in artistic and cultural discoveries will facilitate their integration into local life, involve them in partnership and civic initiatives by opening up possibilities in terms of personal development. What is at stake is therefore to: Offer services to parents of young children to develop the living environment and belonging to the territory Develop a leisure offer for young people Integrate the rejuvenation of the population into public policies Support young people in discovering art and culture Strengthen knowledge networks between cultural actors

The Cœur Entre-deux-Mers is close to various tourist sites of interest (Atlantic coast, Bordeaux, Saint-Emilion, etc.) which contribute to the attractiveness of Gironde for local, national and foreign customers alike. The challenge is therefore to: Create new activities for tourist-excursionists Encourage visitors to stay and increase their "consumption" of local activities
