LEADER - Action Sheet 4: Becoming an exemplary territory that consumes less and better

What is LEADER? LEADER (Liaison Entre Actions de Développement de l’Economie Rurale) is a European program that falls under the second pillar of the Common Agricultural Policy / EAFRD Fund. Its objective is to support the development of projects in rural areas that boost the territory . Territories eligible for the LEADER program are called LAGs (Local Action Groups). Seine-et-Marne Attractivité animates and manages the LEADER program of the GAL SUD 77. The LAG is the local contact for project leaders : it provides technical and administrative support for their applications. It is a consultation body that brings together public and private stakeholders representative of the territory. What are the criteria for awarding LEADER program aid? The project must fall within one of the LEADER program's action sheets. The award of LEADER aid is subject to obtaining public co-financing (State, Region, municipality, etc.): a minimum of 20% of the eligible amount. A project can be subsidized within the limit of the public aid rate defined for the operation. Costs and works must not be incurred before the managing authority (IDF Region) issues an acknowledgment of receipt of a complete application. It is based on a collective desire to improve knowledge of the marine environment, its biodiversity, and to improve the ecological state of our coastlines, in order to preserve fishery resources. This involves relying on the 2030 Agenda, particularly objective 14 on aquatic life, "conserve and sustainably use the oceans, seas and marine resources for sustainable development". Preventing the impacts of maritime and coastal activities through a circular economy approach

As fishing and aquaculture contribute to the waste generated, GALPA has a role to play in promoting the transition to a circular economy. The fight against marine litter mainly involves actions to prevent waste at source, but also better management of land-based waste. The territorial diagnosis highlighted that the tourism strategy, defined as too generalist, needs to be rethought. In addition, the tourism offer appears limited in the south of the territory, and there is a lack of notoriety of the Vitryat hillsides and Lake Der. Cos'è L’intervento mira ad accrescere la presenza di investitori stranieri in Toscana ed in particolare a sviluppare e rafforzare gli investimenti in ricerca ed innovazione, con particolare attenzione alla ricerca industriale e allo sviluppo sperimentale, sostenendo altresì la cooperazione tra Micro, Piccole o Medie Imprese (MPMI), Grandi Imprese (GI) e organismi di ricerca, anche al fine di favorire la transizione ecologica e digitale. A chi si rivolge Il bando è destinato ad imprese a capitale estero, cioè aziende in cui l’investitore straniero possiede almeno il 10% delle azioni ordinarie, quali:- Grandi Imprese a capitale estero in cooperazione con almeno una MPMI, con o senza Organismi di Ricerca;- Piccole imprese a media capitalizzazione a capitale estero (Mid Cap), ovvero entità che contano un massimo di 499 dipendenti che non sono PMI, con o senza cooperazione con MPMI;- Imprese a media capitalizzazione a capitale estero (Mid Cap), ovvero entità che contano un massimo di 3.000 dipendenti e che non sono PMI o piccole imprese a media capitalizzazione, in collaborazione con almeno una MPMI. L’accesso al bando è esteso anche ai professionisti in quanto equiparati alle imprese come esercenti attività economica, a prescindere dalla forma giuridica rivestita. Gli Organismi di ricerca pubblici e privati possono presentare domanda, ed essere beneficiari degli aiuti, solo in qualità di partner e mai di capofila del progetto. Per gli organismi di ricerca non vale la limitazione relativa alla partecipazione ad una sola proposta progettuale. Cosa prevede Sono ammissibili sia interventi di imprese già insediate in Toscana, con l’interesse di una unità produttiva locale del soggetto beneficiario, sia progetti di nuove localizzazioni. I progetti possono avere una durata massima di 12 mesi (+ 3 mesi di proroga eventuali) e devono proporre attività innovative che ricadano nei domini tecnologici prioritari stabiliti dalla Smart Specialization Strategy Toscana e che rientrino nelle tipologie seguenti:- Ricerca Industriale: ricerca pianificata o indagini critiche miranti ad acquisire nuove conoscenze e capacità da utilizzare per sviluppare nuovi prodotti, processi o servizi o apportare un notevole miglioramento ai prodotti, processi o servizi esistenti, compresi prodotti, processi o servizi digitali in qualsiasi ambito, tecnologia, industria o settore. La ricerca industriale comprende la creazione di componenti di sistemi complessi e può includere la costruzione di prototipi in un ambiente di laboratorio o in un ambiente dotato di interfacce di simulazione verso sistemi esistenti e la realizzazione di linee pilota, se ciò è necessario ai fini della ricerca industriale, in particolare ai fini della convalida di tecnologie generiche;- Sviluppo Sperimentale: acquisizione, combinazione, strutturazione e utilizzo delle conoscenze e capacità esistenti di natura scientifica, tecnologica, commerciale e di altro tipo allo scopo di sviluppare prodotti, processi o servizi nuovi o migliorati, compresi i prodotti, processi o servizi digitali, in qualsiasi ambito, tecnologia, industria o settore. Rientrano nello sviluppo sperimentale la costruzione di prototipi, la dimostrazione, la realizzazione di prodotti pilota, test e convalida di prodotti, processi o servizi nuovi o migliorati, effettuate in un ambiente che riproduce le condizioni operative reali laddove l'obiettivo primario è l'apporto di ulteriori miglioramenti tecnici a prodotti, processi e servizi che non sono sostanzialmente definitivi. In particolare, l’intervento intende incentivare investimenti in R&SI fino alle fasi di prototipazione e che prevedano un alto grado di innovazione, con un TRL (Technology Readiness Level) di arrivo pari almeno a “7: Dimostrazione di un prototipo di sistema in ambiente operativo”.

The Local Action Group (LAG) of the Saclay Plateau has a budget of 1.4 million euros to encourage territorial development through various themes: agriculture, research, pedagogy, innovation, environment, etc. Whether you are a public or private actor (elected officials, local authorities, consular chambers, businesses, associations, etc.), you can benefit from LEADER funding if your project is located, in whole or in part, on the Saclay Plateau. Context: The Pays Vitryat is actively seeking to strengthen its attractiveness and competitiveness by improving its living environment and boosting its service offer. Maintaining the quality of life for residents and welcoming newcomers requires a solid offer and territorial network in terms of services and facilities. Currently, the territorial organization is mainly centralized around Vitry-le-François. It is therefore crucial to support communities and private actors in developing or maintaining a first level of commercial and non-commercial services (in the social and solidarity economy sphere), particularly in relay towns, while facilitating their access. The objective is to prevent residents from being systematically forced to travel to neighboring territories, such as Châlons-en-Champagne and Saint-Dizier. Another major issue concerns the health sector. The Pays Vitryat is facing a shortage of general practitioners and specialists, as well as the threat of medical desertification. To remedy this situation, it is essential to create favorable conditions for the establishment of new health practitioners.
