Support for local authorities' action in favor of air quality -AACT-AIR

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Eligible studies in AACT-AIR 2026 aim to develop action programs to achieve the objectives set by 2030, or even by 2050 for WHO recommendations. These action programs can feed into local roadmaps to be developed within the framework of the revised "Ambient Air Quality" Directive. They can be based on the work developed within the framework of the Territorial Climate-Air-Energy Plan (PCAET), the Air Quality Action Plan (PAQA), as well as on prospective data from the Atmospheric Protection Plan (PPA) where applicable. The studies will include two components: a "review" component and an "objectives and trajectory" component. They may include quantitative health impact assessments (EQIS). These make it possible to calculate the magnitude of the impact of air pollution on health and/or the expected health benefits of different scenarios for reducing pollution levels within a given population. The study leader will most often be a local authority. However, in cases where the study includes methodological development or focuses on an innovative approach, the project may be led by an association, a public institution, or even a private company. In this case, the local authority must be closely involved in the design and execution of the study and will be a beneficiary partner or n…

Supporting studies and decontamination work for a brownfield – Fonds vert

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The reclamation of brownfields is essential to reconcile urban and territorial planning with the "zero net artificialization" (ZAN) trajectory. It requires a need for knowledge and anticipation at all scales of the project. To this end, ADEME supports public and private actors in territorial processes and in the management of projects to repurpose polluted brownfields, or those at risk of pollution, through two financial mechanisms: Studies for the integration of brownfields into territorial processes: To anticipate the consideration of pollution risks , ADEME supports studies to inventory brownfields, identify the risk of pollution, determine mutability potential and plan reconversions at the territorial scale. Studies and decontamination work for a brownfield – Fonds vert: The process of repurposing a brownfield involves a fundamental prerequisite of knowing the state of pollution, in order to define pollution management strategies adapted to the intended use and project, in accordance with the national methodology for managing polluted sites and soils. ADEME supports the carrying out of these studies, which are subject to services codified by the NF X 31-620 standard, and a r…

Support for diagnostic and project support studies for a methanization plant

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

To verify the feasibility of your project, ADEME helps you to carry out a diagnostic study or a feasibility study , by providing you with several model specifications and by providing financial aid. Methanization (a process of biological digestion of organic matter in the absence of oxygen producing biogas and digestate) allows for: the treatment of organic waste and its return to the soil; the production of renewable energy; the reduction of greenhouse gas emissions. The biogas produced can then be recovered and sold in different forms (heat, injection, bioCNG...). For about ten years, France has chosen to promote the development of a methanization sector mainly based on the local treatment of livestock effluents, biowaste, crop by-products and unrecovered waste.

Create, expand or modernize a sorting center for economic activity waste and waste collection centers for professionals

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Industrial sorting is often an essential step in preparing economic activity waste for material or energy recovery. Waste collection centers for professionals allow, in all territories, to be a place for professionals to bring pre-sorted waste, with a view to its material or energy recovery. The current fleet of sorting centers for economic activity waste includes approximately 450 facilities for 7 million tons of sorting capacity (all non-hazardous and non-inert waste combined). ADEME intends to develop it in order to meet the ambitious objectives of two laws : the energy transition law for green growth (LTECV); the law relating to the fight against waste and the circular economy in terms of reuse and recycling. To facilitate the pursuit of this objective, ADEME supports communities or private actors carrying out projects for sorting centers and waste collection centers for professionals for material and energy recovery . Aid is mainly granted via ADEME's regional directorates. Prior contact with the one concerned by the project is strongly advised before any action, in order to guide you, specify the eligibility criteria and provide you with technical clarification. Support for feasibility studies for solar thermal installation

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

ADEME invites project leaders to engage in an "EnR'Choix" type approach, prioritizing sobriety, the pooling of production means, and the mobilization of certain RE&R . Thus, before making an investment in renewable or recovered heat, the project leader must demonstrate that the following points have been taken into account: Reduction of need : reflection and implementation of sobriety and energy efficiency measures on buildings or processes before sizing the biomass boiler room. Pooling of needs : connection to an existing virtuous heat network when possible, or study of the potential for creating a heat network to pool the renewable heat production tool across several buildings. Waste heat recovery : study of locally available waste heat sources and their adequacy with needs. Consideration of other locally available renewable energies : study of geothermal and solar thermal potential and their adequacy with needs (alone or in addition to biomass). Biomass is an abundant, but limited, renewable energy source, so it is important to use it optimally and where it is the most relevant energy to meet needs. Biomass will be…

Support for energy diagnostics and multi-RES opportunity studies for greenhouses

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

Faced with the climate challenge and the volatility of fossil fuel prices, controlling one's energy and considering the substitution of residual fossil fuel consumption with renewable energy have become strategic , particularly with the help of energy diagnostics and feasibility studies. Their analyses are valuable for agricultural structures. The energy diagnostic thus provides concrete elements for action in the short and medium term. It allows to: assess energy consumption; recommend the most effective and profitable actions to reduce energy consumption; prioritize actions based on return on investment and ease of implementation. This approach can lead to up to 50% savings on a site. The complementary study of energy solutions allows: to identify the renewable energy source best suited to your site's needs; to validate the relevance of an investment in one of these solutions to substitute your residual fossil fuel consumption. ADEME covers the costs of your energy diagnostic up to 70% for a small business. The aid is a…

Supporting the functional and cooperative economy

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

The environmental and social context favors the emergence of new development models , among which is the functional and cooperative economy. It establishes a new relationship between supply and demand . It is no longer based on the simple sale of goods or services, but on the provision of useful effects (benefits) for users, responding to real needs of individuals, businesses, and communities, as well as sustainability challenges . The benefits of this approach are: economic: having a user-centered approach rather than the sale of a simple product to sustain one's activity, differentiate oneself, and retain customers; ecological: moving away from the volume logic (producing and selling ever more), pooling and extending the lifespan of products to significantly reduce the consumption of natural resources and create beneficial impacts on the environment; social: developing positive effects on society, valuing the skills of employees based on real work experience; territorial: developing cooperative dynamics in connection with territorial challenges. A diagnostic or support study allows for the analysis of the scope of the need or functionality to be satisfied…

Support for studies for a hydroelectric installation

France · FR

Who can apply Commune · Intercommunalité / Pays · Département · Etablissement public dont services de l'Etat · Entreprise publique locale (Sem, Spl, SemOp)

This aid dedicated to hydropower aims at the realization of electricity production projects by the motive force of water from a stream, river, lake or water captured by gravity (turbining of drinking or wastewater, for example). Future hydroelectric developments are envisaged on existing falls created by a weir or a dam (the construction of a new weir or dam constitutes a major difficulty in the current context and such a study will not be fundable). This corresponds to one of the following cases: realization of a new energy production facility on an existing weir that has never been equipped before; recommissioning of equipment no longer in operation, but benefiting or not from a water right (founded in title, authorization, etc.) and able to prove the existence of the fall and the organs that use or have used hydraulic power; optimization of additional equipment on a currently operated site; the turbining of already captured water (drinking water, wastewater, snow network...). The consultation of energy issues and environmental issues must be carried out from the feasibility study phase. The consultation with all users of the watercourse (fishing, practices...
