All studies must be linked to the items of article L 211-7 of the Environmental Code relating to GEMAPI and non-GEMAPI competencies and must concern the Drôme watersheds. Objectif Lutter contre la désertification médicale. Permettre de maintenir voire d’accroître l’offre médicale et paramédicale sur un territoire où l’offre est faible. Opérations éligibles Les maisons de santé pluridisciplinaires répondant au critères suivants : validation par l’Agence Régionale de Santé (ARS) La validation du projet par l’ARS implique qu’il entre bien dans les critères du cahier des charges national et assure par ailleurs l’octroi des financements de l’État. i mplication des professionnels de santé du territoire Le projet de MSP doit être porté par une collectivité et piloté par un groupe de professionnels médicaux et paramédicaux engagés formellement (notamment dans le cadre d’une Société Interprofessionnelle de Soins Ambulatoires existante ou en construction) autour d’un projet de santé construit collectivement et accueilli favorablement par l’ARS. Toutefois, le dossier de demande de subvention sera réputé complet, même s’il ne comporte pas l’accord formel des professionnels médicaux et paramédicaux. La subvention ne pourra être votée que lorsque la collectivité fournira l’accord confirmant l’installation d’au moins deux médecins provenant d’un autre département. implication des collectivités locales du territoire Le portage intercommunal d’un projet de MSP est à encourager car il favorise a priori l’implication des collectivités du territoire et la reconnaissance par elles de l’intérêt public et territorial de la démarche. Le rôle effectif de la MSP pour lutter contre la désertification médicale : le projet de MSP doit se situer sur un territoire effectivement confronté aux problématiques de désertification médicale (priorité aux projets situés en zone rurale et éloignés des villes ou des bourgs centres d’une importance significative, aux quartiers prioritaires de la politique de la ville, aux secteurs les moins bien dotés en professionnels de santé, aux projets permettant de mailler effectivement le territoire, en veillant à l’équilibre sur des territoires proches), la création d’une MSP ne doit pas avoir comme seul objectif de financer la reconstruction d’un bâtiment à usage médical, comme le prévoit le cahier des charges national, la MSP devra accueillir et encadrer des professionnels de santé en formation, les médecins s’engageant à suivre la formation de maîtres de stage universitaires. Projet autre que Maison de Santé Pluridisciplinaire : Un projet autre qu’une MSP ou une maison médicale non labellisée ARS peut être éligible à une aide départementale, sous réserve de remplir les conditions suivantes : regrouper plusieurs professionnels de santé avec a minima un médecin provenant d’un autre département et un cabinet infirmier, faire un diagnostic territorial de l’offre médicale actuelle (nombre et qualité des professionnels de santé présents sur le territoire) et disposer d’une étude permettant de mesurer la viabilité du projet au regard du bassin de population et des autres projets existants, disposer, au moment du vote de l’aide, de l’engagement écrit et récent des professionnels pressentis à s’installer, s’inscrire dans une réflexion territoriale à travers la prise en compte des réflexions ou projets conduits sur le territoire intercommunal, s’inscrire dans une démarche permettant de maintenir et/ou d’accroître l’offre médicale et paramédicale du secteur, prioriser les territoires présentant une densité médicale inférieure à 10 médecins généralistes pour 10 000 habitants, accueillir et encadrer des professionnels de santé en formation, les médecins s’engageant à suivre la formation de maîtres de stage universitaires. En cas de nécessité d’arbitrage dans le cadre des enveloppes territoriales, les projets situés en zones d’intervention prioritaires, puis en zones d’action complémentaires, seront accompagnés en priorité. Exclusions Les projets ne correspondant pas aux critères ci-dessus. Bénéficiaires Les communes et les groupements de communes et SEM. Type d’aide Subvention d’investissement Dépenses subventionnables Dépenses HT sans déduction des autres financements, dans le respect de la limite de 80 % d’aides publiques En cas de sollicitation de cofinancements (DETR notamment), le Département attendra l’avis des co-financeurs pour déterminer le montant de la subvention départementale, qui pourra être adaptée pour ne pas aller au delà de la règle précitée. Dans le cas des travaux en régie, seule la part afférente aux matériaux et aux fournitures sera prise en compte dans les dépenses éligibles. Montant/Taux de l’aide Les dépenses éligibles sont comprises entre 80 000 € et 1 500 000 € HT de travaux. L’intervention est complémentaire à celle du présent règlement dans la limite d’un plafond de 80 % d’aides publiques. Pour les projets situés en zones d’intervention prioritaire (communes, quartiers) arrêtées par l’ARS, une bonification de 10 % est appliquée. Pour les projets situés en zones d’action complémentaire (communes, quartiers) arrêtées par l’ARS, une bonification de 5 % est appliquée. TELESERVICE : Aménagement du Territoire DISPOSITIF : Maisons de Santé – instruction par le Service des Relations avec les Collectivités en lien avec les services concernés. – rencontre de concertation organisée à l’initiative du Département sous la présidence du vice-président en charge de l’Aménagement du Territoire avec les Conseillers Départementaux et les élus du Territoire. – réunion de la Commission Organique Aménagement élargie aux Conseillers départementaux concernés. – décision de la Commission permanente qui attribue la subvention. Versement Un acompte peut être versé à l’envoi des ordres de service. Les autres acomptes sont versés au prorata des justificatifs de paiements transmis au Département. Exclusions – Equipment already financed less than 5 years ago. – Any equipment not intended for metrology or knowledge acquisition Beneficiaries EPCIs and syndicates with GEMAPI competence on Drôme watersheds with fewer than 50,000 inhabitants Type of aid Investment subsidy. Eligible expenses Equipment and training, if applicable, up to 40,000 € HT. Amount/Rate of aid 30% of the retained amount.
